Assignment Title: Owner Engineer Services for Support with Implementation Supervision to the Public Establishment for Transmission and Distribution of Electricity - Syria

The Syrian Arab Republic has applied for grant financing from the World Bank toward the cost of the Syria Electricity Emergency Project - P511407 and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include providing support to the Public Establishment for Transmission and Distribution of Electricity (PETDE) through an Owner’s Engineer (OE) to guide the Syria Electricity Emergency Project. The role of the OE will be to assist PETDE with the management and supervision of the Project during construction as well as during the defect liability period. Key tasks and responsibilities of the OE include:
The estimated level of effort for the assignment is approximately 340 professional staff-months, encompassing a multidisciplinary team of experts. These experts will include specialists in project management, electrical engineering, telecommunications, environmental and social management, procurement, and contract supervision. Additional support staff will be engaged based on specific project needs to ensure efficient and effective project execution.
The assignment is expected to span 42 months from the start date, with an anticipated commencement in Q3 of 2026. The project will be implemented in two primary phases:

The PETDE now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for firms interested in providing these services include:
The attention of interested Consultants is drawn to Section III, paragraphs 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” (February 2025), which set forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture or a sub-consultancy. In the case of a joint venture, all partners in the joint venture shall be jointly and severally liable for the entire contract if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection method (QCBS) set out in the Procurement Regulations.
