Intent to Bid REF# MC-2023-ST-SY020 For Consultancy Services to Explore Gender in Northwest Syria. (Сирия - Тендер #42954160)

There is a dearth of information in Northwest Syria (NWS) about the way in which gender is changing and interacts with life experiences and opportunities such as education, employment, social inclusion and civic participation and engagement. Gender discrimination and social exclusion are pervasive and hold everyone back in all dimensions of development. Women and girls are overrepresented in the extreme poor, and are disproportionately affected by conflict and poverty. Mercy Corps recognizes and understands that patriarchal systems prioritize the needs and voices of men, boys, and certain social groups and deprioritize the voices of women and girls. These systems constrain the lives of everyone, including men and boys. Further, protection needs are widespread throughout Syria and are driven by the cumulative long-term consequences of active hostilities, displacements and worsening economy. The recent earthquake has exacerbated inadequate living conditions which, together with the loss of livelihood opportunities has enhanced protection risks, inequalities and intensified the nature of power dynamics in households and communities.

Mercy Corps is now contracting for research that will aim to deliver substantive answers to questions about the experience of gender in NWS. This work will support the creation and analysis of community-focused, nuanced programmes for Mercy Corps Syria including helping the organization to prioritize gender, resolve technical sector knowledge gaps and improve measurement. We are seeking vendors who aim to put gender at the center of their work, including the research activities, and develop the agency of those we engage with; approaches that go beyond consultation and informing to participation will be prioritized.
