VW-486 SERV services relating to project financing
The aim of this tender is to find five companies with proven experience in project financing that can support SERV in structuring and documenting project financing and potentially the subsequent portfolio management. A framework agreement is concluded with each company. The services are called off in a mini-tender procedure.

The aim of this tender is to find five companies with proven experience in project financing that can support SERV in structuring and documenting project financing and potentially the subsequent portfolio management. A framework agreement is concluded with each company. The services are called off in a mini-tender procedure.
All services will be tendered as options. The total award volume is CHF 10,000,000 excl. VAT.
The following proof of eligibility must be confirmed or enclosed in full and without restrictions or modifications together with the tender itself; otherwise, the tender will not be considered.
EC01 Economic/financial performance
The tenderer has sufficient economic/financial capacity to fulfil the contract.
Evidence
Extract from the debt collection register not older than three months at the time of the request by the contracting authority. In the case of tenderers from abroad, a comparable current official document from the foreign country.

This evidence of suitability shall only be submitted upon request, after submission of the tender and before the award of the contract.
EC02 Experience
The tenderer has sufficient experience in mandates comparable to the present one in terms of content, scope and complexity.
Evidence
It shall provide evidence of this experience by means of three references on project financing between 1 January 2015 and the submission of the tender. For each reference mandate, a fully completed reference form (Annex No. 5 of the Requirements Specification) must be submitted.
The references submitted must be comparable in the following respects:
• These are project financings in which the tenderer was commissioned with the tasks in the sense of item 3.2.1 of the Requirements Specifications.
• The referenced project financings were secured by ECAs. The tenderer demonstrates appropriate experience with requirements from ECAs.
• The referenced project financings related to the energy (gas, solar, energy from waste, etc.), or transportation (highways, railway lines, tunnel construction, etc.) sector.
• From the referenced projects, it shows that the tenderer represented the lender’s side.
• The tenderer can prove based on the reference description or CVs that the persons appointed have taken a leading role in the negotiations in the transactions referred to.
The contracting authority reserves the right to contact the specified persons for reference information. The named contact person must be reachable (holiday absences and corresponding substitutes must be mentioned).
EC03 Human resources
The tenderer has the necessary personnel resources to fulfil the contract as described in the specifications under 3.2.1. In particular, it has at least two specialists who can take on the tasks of the deal team lead or coach of the deal team in accordance with section 3.2.1 of the specifications.

EC04 Single point of contact
The tenderer has a single point of contact (SPOC) who is responsible for escalating problems with the mandate and is authorised to make decisions.

EC05 Language skills of the key persons
The tenderer assures to use key persons who have oral and written language skills in English at least at C1 level according to the Common European Framework of Reference (CEFR) for Languages (europaeischer-referenzrahmen.de) and can produce and deliver project results and documentation in English. Appropriate language skills in German are desirable.

EC06 Personnel security screening
Upon the contracting authority"s first request, the tenderer is prepared to disclose the names (including CVs) of the persons intended for deployment and subject them to a personal security screening in accordance with the Ordinance on Personal Security (PSSO, SR 120.4) after the conclusion of the procurement contract. EC07 Replacement of employees
The tenderer is prepared to replace deployed employees for good cause as follows:
The performance and deployment of the persons provided by the tenderer shall be assessed by the contracting authority. If a discrepancy is found with the requirements and criteria according to the specifications and annexes, the tenderer shall comment on this. The contracting authority shall then decide whether the tenderer is obliged to replace the persons concerned within fourteen days with personnel who meet the requirements.
Other important reasons for the replacement of personnel may also occur while the contract is being carried out, such as a negative personal security check, dismissal, extended leave, accident, illness, etc. In each case, the tenderer is responsible for the replacement with an equally qualified person. Involvement in other projects of the contractor shall not be considered an important reason in this respect.

EC09 Acceptance of the draft agreement
The tenderer is prepared to accept the draft contract in Annex 6 of the specifications without reservation.

EC10 Confidentiality agreement
The tenderer shall be prepared to ensure that all employees deployed by it within the scope of this invitation to tender, itself and third parties sign a confidentiality agreement (specimen in Annex 8) in accordance with SERV"s specifications upon request before commencing an activity.

EC11 Infrastructure
The tenderer has its own premises with complete infrastructure and working tools for the execution of the respective assignments. The tenderer uses own’s own working tools (notebook, smartphone, time recording, etc.) for assignments at the contracting authority"s or his partners" premises.

EC12 Work on site
The tenderer is prepared to provide on average approx. 50% of the services in accordance with Chapter 3.2.1 of the specifications at SERV"s location in Zurich.

EC13 Leadership of the employees
The tenderer has direct supervisors who manage and provide professional advice to the staff it employs.

EC14 Expenses
Acceptance that no expenses will be reimbursed for the duration of the assignment and related services. Expenses shall be included in the hourly rates.

All companies and research institutions with sufficient economic capacity that can prove their eligibility or meet the eligibility criteria as set out in section 3.8 are invited to submit their tenders in Swiss francs (CHF).
