Contract Title: Rehabilitation Doorsteek Ship-lock and Sluices
Reference No.: MPW WB SCSRP CMP1-003
The Ministry of Public Works (MPW) has received financing from the World Bank toward the cost of the Loan No. 8924 -SR - P165973 SARAMACCA CANAL SYSTEM REHABILITATION PROJECT, and intends to apply part of the proceeds toward payments under the contract for the Rehabilitation of the Doorsteek Lock and Sluice.
The Rehabilitation of the Doorsteek Ship-lock and Sluice project, which encompasses three main sections:
Section 1: Civil Works. This section involves mainly the new built of
a) steel approach structures;
b) concrete water retaining walls;
c) sheet pile walls, and concrete repair and reconstruction of lock head and lock chamber walls and dredging.
Section 2: Mechanical and Steel Works. The Mechanical and Steel Works section focuses on new built of steel lifting gates including driving mechanism and steel guiding frame and platform for the sluice and for the ship lock the modification of the existing lifting gates including new driving mechanism and modification of steel guiding frame and platform.
Section 3: Electrical Works. The Electrical Works section encompasses the replacement of all electrical systems and equipment: power installation, emergency generator, controls, light installation, earthing and lightning, water level and flow equipment, Marifoon/VHF, Radar, Nautical lights and signs and. CCTV.
The project aims to restore and upgrade the functionality, reliability, availability, maintainability and safety of the Doorsteek Lock and Sluice located in the Saramacca canal.
Location: The project site is situated at the Saramacca Canal, where the Doorsteek Lock and Sluice is located at the outlet into the Suriname River. The Saramacca canal serves as a vital waterway for navigation and water management. The rehabilitation works will be carried out on-site, ensuring minimal disruption to the canal"s operation and surrounding environment.
Construction Period: The entire scope of work for the Rehabilitation of the Doorsteek Lock and Sluice is expected to be completed within a construction period of 12 months, a mobilization/ preparation period of maximum 10-12 months should be taken into account prior to the construction period. This timeframe includes the execution of the civil, mechanical and steel, and electrical works, allowing for the restoration and upgrade of the lock and sluice system within the specified timeline.
Bidding will be conducted through the International Competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” Fifth Edition, September 2023(“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Guidelines.
Interested eligible bidders may obtain further information from The Saramacca Canal Unit (SCU); Ms. Cheryl Jurgens- Margaret BSc. PMP, Deputy Project Coordinator; procurement.scu.ow@gmail.com / info.scu.mow@gmail.com / scu.departement2@outlook.com and inspect the bidding documents during office hours from 8.00am to 2.00pm at Duisburglaan no.49, emplacement of the Ministry of Public Works.
The bidding documents in English may be requested by interested eligible bidders upon the submission of a written application to the address below. The documents will be sent by email.
A pre-bid meeting will take place and a site visit will be conducted on Tuesday October 31st, 2023 at 10:00 a.m. Suriname Time to provide an opportunity for prospective bidders to seek clarification on the procurement requirements and ask questions regarding the project at the address below.
Bids must be delivered to the address below on Friday November 24th, 2023 before 10:30 a.m. Suriname time. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below on Friday November 24th, 2023.
All bids are required to be accompanied by a Bid Security of USD 500.000,00 (Five hundred thousand 0/100 United States dollars).
All Bids must be accompanied by a Sexual Exploitation and Abuse (SEA) and/or Sexual Harassment (SH) Declaration.
Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
