Assignment Title: Hiring Procurement Specialist to Strengthen the Procurement Capacity of the PMU of MoTH&UD and Post- Disaster Recovery activities under ICDP

The Government of Sri Lanka has received financing from the World Bank toward the cost of USD 500 Million for the Inclusive Connectivity and Development Project (ICDP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

The ICDP Project Management Unit (PMU) has commenced the rehabilitation and improvement of approximately 1,200 kilometres of rural roads across twenty-one (21) districts and 47 bridges in 13 districts, and further loan intends to proceed to payments for a consultant towards Consultancy Services for Construction Supervision and Contract Administration for Rehabilitation and Improvements of bridges in 13 districts. In order to ensure the timely implementation, effective supervision, and successful achievement of the project objectives, including weak bridge rehabilitation and post-disaster recovery activities, the ICDP has identified an urgent requirement to strengthen its technical resource capacity.

Therefore, the project now seeks to engage an individual consultant as Procurement Specialist to provide professional support to expedite procurement processes related to the Weak Bridge Rehabilitation Program, post- disaster recovery activities, and emergency procurement under the Contingent Emergency Response Component (CERC), in doing so shall assist the PMU through the provision of hands-on in-line services.

Scope of the Assignment- Procurement Specialist

  • Coordinate and manage procurement – related activities of the Project Management Unit (PMU), Colombo, and report directly to the Project Director, ensure effective workflow and compliance with approved procedures.
  • Provide professional procurement support to expedite procurement processes for the Weak Bridge Rehabilitation Program, post- disaster recovery works, and emergency procurement under the Contingent Emergency Response Component (CERC), in accordance with applicable guidelines.
  • Assist in the preparation of technical specifications, Terms of Reference (TORs), bidding documents, and procurement documents in compliance with national regulations and development partner procurement requirements.
  • Lead and actively participate in all key procurement stages, including,
  • Pre- bid meetings and pre-proposal conferences
  • Responses to bidder’s and consultant’s requests for clarification
  • Bid and proposal openings
  • Pre- contract discussions, negotiations, and interviews
  • Evaluation of individual consultants
  • Prepare and maintain all associated procurement records contractual documentation, including:
  • Minutes of bid opening, pre bid meetings, negotiations, and evaluation meetings
  • Letter of Acceptance, Notification of Award, and Contract Agreements for Civil Works and Consultancy Services.
  • Guide and support Bid and Proposal Evaluations, and assist the Procurement Committee and Bid Evaluation Committee (BEC) to ensure timely, transparent, and compliant decision-making.
  • Coordinate the preparation and submission of required procurement documents for prior review by the World Bank, ensuring timely clearance at all stages specified in the applicable guidelines.
  • Prepare and update the Procurement Plan and all related documents for Civil Works Contracts and Consultancy Services.
  • Prepare Review Committee reports related to Variation Orders, and facilitate the approval process through the relevant authorities.
  • Attend to and prepare documentation related to procurement- and contract-related claims, including:
  • Extension of Time (EOT) claims
  • Variation and compensation claims
  • Other contractual claims as assigned by the Project Director
  • Assist in monitoring and processing EOT claims of contractors and consultants, and support approval procedures.
  • Prepare, review and verify contract documents, Bill of Quantities (BOQs), specifications, and technical drawings related to Civil Works Contracts.
  • Attend and contribute to bid openings, bid evaluations, MPC meetings, TEC meetings, site meetings and progress review meetings.
  • Prepare and process procurement documents for Goods, Services and Individual Consultants under National Competitive Bidding (NCB) and Shopping procedures, including evaluation reports and agreements.
  • Participate in site visits to collect road and bridge data and assist in the initial procurement process of post- disaster recovery works, and emergency procurement under the Contingent Emergency Response Component (CERC).
  • Carry out any other procurement, contractual or administrative duties assigned by the Project Director from time to time in support of successful project implementation.

The Inclusive Connectivity and Development Project now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (as per the attached Curriculum Vitae (CV) with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment, and under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criterion for selecting the Consultant is National Competitive Bidding.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers. i.e. Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (Revised July 2014), setting forth the World Bank’s policy on conflict of interest, and Clause 4.4 of the National Procurement Guidelines for the Selection and Employment of Consultants (2007) (“the Regulations”).geo
