1. The Democratic Socialist Republic of Sri Lanka has received a loan from the financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract Design, Supply, Installation and Operation of ICT Infrastructure for the Disaster Management Centre of Sri Lanka.
2. The Chairperson, Project Procurement Committee on behalf of Climate Resilience Multiphase Programmatic Approach now invites sealed Proposals from eligible Proposers for Design, Supply, Installation and Operation of ICT Infrastructure for the Disaster Management Centre of Sri Lanka. Implementation Period is 180- Days and warrant Period is 5 years.
3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Seventh Edition, September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the Request for Proposals (RFP). The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 %. and for Bid cost: 40 %.
5. Interested eligible Proposers may obtain further information from Project Director, Climate Resilience Multi-Phase Programmatic Approach (e-mail: pdcresmpa@gmail.com) and inspect the request for proposals document during office hours from 0900 to 1600 hours at the address given below or may be downloaded and reviewed from https://promise.lk/ and https://www.dmc.gov.lk/ website, only for reference purpose.
6. The request for proposals document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a non-refundable fee of LKR 50,000.00 or an equivalent amount in a freely convertible currency in Sri Lanka from March 04, 2026 between 9.00 am to 3.00 pm on any working day. The method of payment will be Cash or Bank Transfer.
7. Proposals must be delivered to the address below on or before April 24, 2026 at 3.00 p.m. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on April 24, 2026 at 3.00 p.m. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
8. All Proposals must be accompanied by a Bid Security in the form of Bank Guarantee: LKR 6.0 million or an equivalent amount in a freely convertible currency in Sri Lanka.
9. A Pre-Bid Meeting will be arranged at 10:30 a.m. on March 16, 2026 in the Conference Room at the address given below.
10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
