The Democratic Socialist Republic of Sri Lanka has received a loan from the International Bank for Reconstruction
and Development (IBRD) towards the cost of the Climate Resilience Multiphase Programmatic Approach
(CResMPA) and intends to apply part of the funds to cover eligible payments under the works Contract as detailed in
the table below. Bidding is open to all eligible bidders.
1. The Director of Irrigation, Kurunegala, invites sealed bids from eligible and qualified bidders for the works
described below.

2. To be eligible for contract award, the successful bidder shall fulfil the requirements given in the table above and
not have been blacklisted.
3. Interested bidders may inspect the Bidding document free of charge prior to collection at the bidding document
collecting office, Office of the Director of Irrigation, PO Box. 44, Kandy Road, Kurunegala. If desired can
obtain further information from the Director of Irrigation, Kurunegala by T.P. 0372222180
4. In addition to being eligible for contract award, the successful bidder should have met all the technical, financial,
legal, and other requirements mentioned in the bidding document.
5. A complete set of bidding documents in English Language may be purchased by interested bidders from the
Office of the Director of Irrigation on the submission of a written application addressed to the Office of
Director of Irrigation, Kurunegala upon payment of a non-refundable fee as mentioned in the above table for
each set from 14.01.2026 to 27.01.2026 within 09:30 hrs & 14:30 hrs. The method of payment will be in cash.
6. Sealed envelope with the duly completed bids shall be delivered registered post in duplicate to “Office of the
Director of Irrigation, PO Box. 44, Kandy Road, Kurunegala, or deposited in the Bid Box kept in the Office
of the Director of Irrigation, PO Box. 44, Kandy Road, Kurunegala. to reach on or before 28.01.2026 at
14:00 hrs. Late bids will be rejected. Bids will be opened immediately after the closing time at the Office of the
Director of Irrigation, Kurunegala. Bidder or Authorized representative of Bidders are allowed to present at
the opening of Bids. Name of the work and contract package number should be mentioned on the top left
corner of the envelop.
7. Bids shall be valid (Bid Validity period are given in above table) after the date of bid opening and must be
accompanied by Bid security (Bid Security amount and validity period are given in above table) of amount
as mentioned in table above drawn in favour of Director of Irrigation, Kurunegala from a bank recognized by
the Central bank of Sri Lanka. Bids without the Bid securities in due format with stipulated conditions will be
rejected.

8. Pre-bid meeting will be held at the (Date & Time are shown in the above table). Prospective bidders are
requested to inspect the sites (Date & Time are shown in the above table) with the assistance of officers shown
in the above table and participate in the pre-bid meeting.
9. Bidders are free to submit bids for all packages or selected packages in the list. However, in the event of
qualifying for multiple packages, the Employer will decide the number of packages awarded to a single bidder,
considering the most economical benefits to the Employer.
10. The Decision of the Irrigation Department Regional Procurement Committee is final and conclusive. The
Irrigation Department Regional Procurement Committee is empowered to reject any or all bids at its own
discretion.
