Inclusive Connectivity Development Project – Component 2 Ministry of Agriculture, Livestock, Lands and irrigation Procurement of Goods, Equipment, and machinery

• The Project Procurement Committee (PPC) of the Inclusive Connectivity and Development Project

– Component 2 (ICDP-2) now invites sealed bids from eligible Bidders for the Supplying of goods, equipment, and machinery for the “Organizing and empowering dairy farmers to enhance their productivity and improve dairy value chain”, implemented through the Inclusive Connectivity Development Project – Component 2 (ICDP – 2), to strengthen dairy farming and dairy value chain in the Kurunegala, Puttalam, Matale, Vavuniya, and Anuradhapura Districts for selected beneficiaries.

• The ICDP -2 Project invites sealed bids from eligible and qualified bidders for the supply, delivery, and installation of items required for the Program. The table below provides details of the lot descriptions, item names, required quantities, and corresponding bid security

• This IFB is open to all eligible bidders who wish to respond and subject to restrictions noted in the bidding document. Further, Interested eligible Bidders may obtain further information from the office of the Deputy Project Director, Inclusive Connectivity & Development Project – Component 2 (ICDP

- 2) during office hours and also inspect the Bidding document during office hours from 09:00 to 15:00 hrs at Inclusive Connectivity & Development Project – Component 2 (ICDP-2), Livestock Division, Ministry of Agriculture, Livestock, Land and Irrigation, 80/5 , “Govijana Mandiraya”, Rajamalwatta Lane, Battaramulla,

• Bidding will be conducted through open competitive procurement – nationally advertised using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF

Borrowers- Procurement in Investment Projects Financing” Fourth Edition, September 2023 (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.

• Please note that the pre-bid meeting will be held on 24th December 2025 at 10:30 a.m. at the address below, as specified in the Bid Data Sheet (BDS) under Section III of the Bid Document.
• Bidding documents can be obtained by interested eligible bidders between 09:00 to 15:00 hrs on any working day upon the submission of a written application to the address above by providing a Certificate of Registration (PCA 3) issued by the Registrar of Companies and upon payment of a non-refundable fee as mentioned below table`, on or before 2nd January 2026.

The method of payment will be a bank draft in favor of the Project Director, Inclusive Connectivity and Development Project, BOC A/C No. 7040704. The document will not be sent by post or courier.

• Bids shall be delivered to the Chairman, Project Procurement Committee, Inclusive Connectivity & Development Project – Component 2 (ICDP-2), Livestock Division, Ministry of Agriculture, Livestock, Land and Irrigation, 80/5 , “Govijana Mandiraya”, Rajamalwatta Lane, Battaramulla on or before 2.00 p.m. on 09th January 2026, and will be opened at 2.00 p.m. on the same day. Please note that electronic submissions will not be accepted.
• Bidders shall be aware that late bids will not be accepted under any circumstance and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a bid security as stated table above and detailed in the bid data sheet.
