The Democratic Socialist Republic of Sri Lanka has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Climate Resilience Multiphase Programmatic Approach (CResMPA ) and intends to apply part of the funds to cover eligible payments under the works Contract as detailed in the table below. Bidding is open to all eligible bidders.

• The Director of Irrigation –Galle invites sealed bids from eligible and qualified bidders for the works described below within the Galle District.

• Qualification requirements: The Bidder shall furnish documentary evidence to demonstrate the it meets the following requirement(s):
• Valid ICTAD/CIDA Registration; Minimum Grade to be mentioned in the above table or above, Especially Irrigation and Land Drainage

• Minimum average annual construction turnover within the selected any five (05) years of last ten (10) years as mentioned in the above the table.

• The Bidder must demonstrate access to, or availability of financial resources as mentioned in the above table.

• General Experience – Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years.

• Specific Experience – Participation as contractor, management contractor, or subcontractor, in at least one (1) similar nature contract within the last ten (10) years, that have been successfully and substantially completed.

• Experience in key activities shall be Earth works on Irrigation canals and Construction or repairing of canal structures within the last ten (10) years.

• Bidding will be conducted through National Competitive Bidding procedure as specified in the world Bank’s Procurement Regulation for IPF Borrowers: procurement of Goods, Works, Non-Consulting and Consulting Services, 4th Edition, November 2020, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank’s policy on conflict of interest.

• A complete set of Bidding documents in English (in two copies) may be purchased during office hours (from 9:30 hrs. to 14.30 hrs.) from 26/11/2025 to 17/12/2025 from Director of Irrigation’s Office, (Galle) for a nonrefundable fee LKR 3,000.00 for contract packages, each set on submission of a written application address to Director of Irrigation, Office of the Director of Irrigation, No 481, Beligaha Junction, Galle. The method of payment will be cash.

• Interested eligible bidders may inspect Bidding document free of charge prior to collection if desired and obtain further information from Director of Irrigation (Galle) T.P. 091-2234301

• Pre-bid meeting will be held at Director of Irrigation’s office, Galle commencing at 1.30 hrs. on 09/12/2025 for all packages. Prospective bidders are requested to inspect the sites commencing at 9.30 hrs. With the assistance of following officers participate in the pre-bid meeting.

• Bid must be delivered to the Tender Box kept in room of Director of Irrigation, Galle or send via Registered Post on or before 2.30 hrs on 17/12/2025 to the following address. Late bids will be rejected. Bids will be opened in the presence of the bidders or their representatives who wish to attend.

• Bidders are free to submit bids for all packages or selected packages in the list. However, in the event of qualifying for multiple packages, the Employer will decide the number of packages awarded to a single bidder considering the most economical benefits to the Employer.
