NATIONAL COMPETITIVE BIDDING

• The Democratic Socialist Republic of Sri Lanka has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Climate Resilience Multi-Phase Programmatic Approach (CResMPA), and intends to apply part of the funds to cover eligible payments under the works Contract as detailed in the table below. Bidding is open to all eligible bidders.

• The Director of Irrigation - Anuradhapura invites sealed bids from eligible and qualified bidders for the works described below. All the relevant details are described in the same table.

• Qualification requirements: The Bidder shall furnish documentary evidence to demonstrate that it meets the following requirement(s):

• Valid ICTAD/CIDA Registration; Minimum Grade mentioned in the above table or above for Irrigation and Land Drainage works

• Minimum average annual construction turnover within the last five (05) years as mentioned in the above table.

• The Bidder must demonstrate access to, or availability of, financial resources as mentioned in the above table.

• General Experience – Experience under contracts in the role of contractor, subcontractor, for at least the last five (05) years.

• Specific Experience – Participation as contractor, or subcontractor, in at least one (01) similar nature and size contract within the last ten (10) years that has been successfully completed.

• Experience in key activities shall be Earth works on Irrigation canals and Construction or repairing of canal structures within the last ten (10) years

• Bidding will be conducted through National Competitive Bidding procedures as specified in the World Bank’s Procurement Regulation for IPF Borrowers: procurement of Goods, Works, Non-Consulting and Consulting Services, 4th Edition, November 2020, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7, setting forth the World Bank’s policy on conflict of interest.

• A complete set of Bidding documents in English Language (in two copies) may be purchased on working days during office hours (from 9:30 hrs to 14:30 hrs) from 06/11/2025 to 20/11/2025 at the Office of the Director of Irrigation, Anuradhapura, upon submission of a written application address to the Director of Irrigation, Office of the Director of Irrigation, Airport Road, Anuradhapura. The documents will be issued for a non-refundable fee of LKR 3500.00 each for contract packages NCB/067, NCB/084, NCB/092, NCB/093, NCB/094. The method of payment will be cash.

• Interested eligible bidders may inspect the Bidding document free of charge prior to collection if desired and obtain further information from the Director of Irrigation – Anuradhapura. T. P. 027-2222319

• Pre-bid meeting will be held at the Director of Irrigation’s Office, Anuradhapura, commencing at 14:30 hrs on 21/11/2025. Prospective bidders are requested to inspect the sites on below mentioned dates commencing on time, with the assistance of the following officers, who will participate in the pre-bid meeting.

• Bid must be delivered to the Tender Box kept in the room of the Director of Irrigation, Anuradhapura or send via Registered Post before 14:30 hrs. on 21/11/2025 to the following address. Late bids will be rejected. Bids will be opened in the presence of the bidders or their representatives who wish to attend.

• Bidders are free to submit bids for all packages or selected packages in the list. However, in the event of qualifying for multiple packages, the Employer will decide the number of packages awarded to a single bidder, considering the most economical benefits to the Employer.

All bids must be accompanied by a Bid Security with the value and the validity period mentioned in Table 1.
