INVITATION FOR BIDS (IFB)

PROCUREMENT OF EQUIPMENT FOR SUPPLYING, INSTALLATION & COMMISSIONING OF 150kW SOLAR PV SYSTEM FOR NATIONAL BUILDING RESEARCH RGANIZATION

• The Democratic Socialist Republic of Sri Lanka has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Climate Resilience Multi-Phase Programmatic Approach, and intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Equipment for Supplying, Installation & Commissioning of 150kW Solar PV System (On grid + Hybrid) for National Building Research Organization.

• The Chairman, Project Procurement Committee on behalf of Climate Resilience Multi-Phase Programmatic Approach now invites sealed Bids from eligible and qualified Bidders for Supplying, Installation & Commissioning of 150kW Solar PV System (On grid + Hybrid) for National Building Research Organization. Project Implementation Period: 120 Days

• The procurement process will be conducted through National Competitive Bidding using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” March 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

Bidders must meet the following minimum qualification criteria for the contract award:

• General Experience; Bidder should have general experience in Solar PV Installation Contracts in the role of contractor, at least Five (5) years prior to the bid submission deadline;
• Specific Experience:
• Bidder should have successfully completed at least one project with a capacity of at least 100kW within the last 3 years prior to the bid submission deadline. and
• Bidder should have experience in PV Hybrid installation at least one project with a capacity of at least 25kW within the last 3 years prior to the bid submission deadline.
• Average Annual Turnover: Bidder should have minimum average annual turnover of LKR 55 million within the last 3 years;
• Financial Resource: The Bidder must demonstrate access to or availability of financial resources such as liquid assets, line of credit and other financial means, to meet the cash flow requirement of not less than LKR 20 million, and net of the bidder’s other commitments for this project.

• A complete set of Bidding Documents in English language may be purchased by interested Bidders on the submission of a written application to the address below during normal working upon payment of a non-refundable fee of LKR 9,500.00 The method of payment will be cash.
• Bids shall be delivered in duplicate to the address above para (4) on or before October 02, 2025, at 3:00 pm Late bids will be rejected. Bids will be opened soon after closing in the presence of the Bidders’ representatives who choose to attend.
• All bids must be accompanied by a Bid Security in the form of bank guarantee of not less than Sri Lankan Rupees 350,000.00.
• Site Visit & Pre-Bid Meeting will be arranged on 12th September 2025 at 10:30 am, at the Conference Room, National Building Research Organization, 99/1 Jawatta Road, Colombo 05.
