REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Title: Conducting Social Impact Assessment and Resettlement Action Plan for the construction of Wee Oya Reservoir

• The Democratic Socialist Republic of Sri Lanka has received financing from the International Bank for Reconstruction and Development (IBRD – World Bank) to meet the cost of the Climate Resilience Multiphase Programmatic Approach (CresMPA), which is being implemented by the Ministry of Agriculture, Livestock, Lands, and Irrigation, Sri Lanka, and intends to apply part of the proceeds for consulting services.

• The consulting services (“the Services”) include conducting a comprehensive Social Impact Assessment (SIA) to facilitate the development of a Resettlement Action Plan (RAP) for the proposed construction of the Wee Oya Reservoir. This assessment aims to establish a baseline of social and demographic data, identify potential impacts on affected households and properties, and evaluate the consequences of land acquisition. The findings will inform the determination of compensation entitlements, the formulation of an entitlement matrix, and the design of livelihood restoration strategies. Subsequently, the consultant will prepare a detailed RAP incorporating an implementation schedule, grievance redress mechanisms, cost estimates, and a community engagement strategy. All activities must align with national standards and the World Bank"s social safeguard operational procedures, estimated level of effort (professional staff-months) is 20, implementation period is 8 months.

• The Chairman, of the Ministry Consultants Procurement Committee on behalf of Climate Resilience Multi Phase Programmatic Approach, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
• Registration of the firm as a consultancy firm under the registrar of the company and date of incorporation
• Experience of more than 8 years in conducting socio-economic surveys, Social Impact Surveys, Inventory Surveys related to resettlement, preparation of Resettlement Action plans for acquiring lands for construction of major construction project and resettling more than 150 affected families under foreign-funded projects and experience in conducting such studies under the World Bank-funded projects will be considered as added experience in shortlisting the EOI.
• Proof for a minimum of 3 studies completed during last 8 years directly related to Social Impact Assessment (SIA) and preparation of Resettlement Action Plan (RAP) under foreign-funded projects.
• Availability of full-time experts and support staff for the study to complete the assignment on time
• Audited Financial statements for the last 3 consecutive years including 2021/22, 2022/23, and 2023/24

• Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

• A Consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method set out in the World Bank’s Procurement Regulations for IFB borrowers February 2024.

• Interested firms should provide necessary details/information as requested above with 01 original and 05 copies for shortlisting along with the EOI.
