The Government of Sri Lanka has received financing from the World Bank toward the cost of the Inclusive Connectivity and Development Project (ICDP) and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
The Inclusive Connectivity and Development Project in Sri Lanka was started at the end of November 2021, and the project"s sub-component 1.3 focuses on strengthening the road sector and community capacity by training public institutions, construction service providers, and communities. It addresses gaps in technical skills, contract management, and innovative planning under the ICDP.
The Road Development Authority (RDA) has been integrating Geographic Information System (GIS) technologies into its road asset management operations to enhance decision-making and optimize infrastructure management. GIS technology allows for spatial analysis, visualization, and data-driven decision-making, which is essential for efficient road network planning, maintenance prioritization, and infrastructure development.
The consultant"s primary task is to identify and propose geospatial technology development requirements for the Road Development Authority (RDA). This includes ensuring the continuity of geospatial development, supporting GIS-based road asset management, and strengthening infrastructure planning with necessary training for the RDA staff.

The Road Development Authority now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are Open-Competitive (International/National) and the experience and qualification shall conform to the requirement as specified in the terms of reference. CVs will be evaluated with respect to the qualifications and experience of the candidates with reference to the following criteria:
Following the evaluation of the CVs of individual consultants, the candidate who is evaluated as the best qualified for the assignment will be invited to contract negotiations and signing. The Contract will be negotiated face-to-face, or by phone or by e-mail. In case of any delay by the consultant in responding to the Client’s invitation to negotiate, by more than 07 days, the Client has the right to withdraw the invitation. In case the agreement is not reached for a contract, the negotiations with the individual consultant will be terminated, and negotiations will proceed with the next best-qualified candidate.
The attention of interested Consultants (including firms) is drawn to paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers i.e. Selection and Employment of Consultants Under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 (Revised July 2014), setting forth the World Bank’s policy on conflict of interest.
Please note that the cost of preparing a CV and negotiating a contract is not reimbursable by the Client.
