Request for Expression of Interest (REOI)

for

Hiring an Individual Consultant for Preparation of Dam Inspection and

Monitoring Guidelines and Assets Management in Sri Lanka

1. The Government of Sri Lanka has received financing from the World Bank toward the cost of the Integrated Watershed and Water Resources Management Project (IWWRMP) – Procuring Entity and intends to apply part of the proceeds for consulting services.

2. Procuring Entity now invites Individual Consultants to express their interest in providing the services referred in TOR attached. If you wish, please submit expression of interest including curriculum vitae (CV) to requested consultancy services.

3. The consultant is required to fulfill the requirement stated in the TOR once selected in preparation of documents for IWWRMP.

4. Experience and qualifications of the consultant should comply with the requirements listed in the Terms of Reference (Available in the website https://www.iwwrmp.lk/web/procurement/section/procurement-notices). The evaluation shall be based on the relevant qualifications and experience of the individual consultant as detailed below.

5. Individual consultant shall be selected from those that express interest in response to the invitation. The evaluation shall be based on the relevant qualifications and experience of the individual consultant who shall be the most experienced and best qualified among the candidates and shall be fully capable of carrying out the assignment.

6. A Consultant will be selected by following Selection based on “Open Competitive Selection of Individual Consultants” in accordance with the procedures set out in the World Bank’s Guidelines: “Procurement Regulations for IPF Borrowers”, dated July 2016, revised in November 2017 and August 2018.

7. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised in November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest.

8. The expected commencement of the service mid of April, 2025.

9. Please, consider that the expenses on preparation of expression of interest and negotiation under the contract shall not be reimbursed as direct expenditures on the assignment.
