1. The Democratic Socialist Republic of Sri Lanka has received a financing from the International Bank for Reconstruction and Development (IBRD) towards the cost of Climate Resilience Multi-Phase Programmatic Approach of Ministry of Irrigation and intends to apply part of the proceeds toward payments under the contract for Supplying/ Supplying & Installing of above items for Department of Meteorology, Sri Lanka. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for the payments, which the contract provides to be made through letter of credit.

2. The Chairman, Project Procurement Committee on behalf of the Climate Resilience Multi-Phase Programmatic Approach now invites sealed Bids from eligible and qualified Bidders to supply above items.

3. Bidding will be conducted through International Competitive Bidding (ICB) procedure using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 2020, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Procurement Division, Climate Resilience Multi-Phase Programmatic Approach, No. 11, Jawatta Road, Colombo 05, T.P.: +94 11 250 7855, fax: +94 11 205 8451, E-mail pdcresmpa@gmail.com and inspect the bidding documents free of charge from 05th April 2024 to 17th May 2024 during normal working days from 9.00 am to 3.30 pm.

5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee as per the Table 01, from 05th April 2024 to 17th May 2024, between 9.00 am to 3.00 pm on any working day. The method of payment will be Cash or Bank Transfer. The document will be sent by email or could be collected by hand.

6. All Bids must be accompanied by a Bid-Security, (as per the format given in the Bidding Document) as per the Table 01. Bid Security shall be valid until 16th September 2024.

07. Bids must be delivered in duplicates to the address below on or before as per the deadline stated in the Table 02.

Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened soon after closing in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

9. Pre-Bid Meeting will be arranged as per the Table 02, at the Conference Room at the address below. CResMPA will conduct the pre bid meeting both physically and remotely at the address given below and online manner.

11. The Employer will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids including costs and expenses related to Site Visits and/or pre-bid meeting.

12. The Project Procurement Committee (PPC) reserves the full right to either accept or reject any/all bids received and the decision of the PPC in this regard shall be the final.
