  • The Democratic Socialist Republic of Sri Lanka has received a loan from the International Bank for Reconstruction and Development towards the cost of Climate Resilience Multi-Phase Programmatic Approach and it is intended that part of the funds towards payments under the contract as detailed in the table below.
  • The Director of Irrigation, Ampara invites sealed bids from eligible and qualified bidders for the works as detailed in the table below.

3. Qualification requirements: The Bidder shall furnish documentary evidence to demonstrate that it meets the following requirement(s):

  • Valid ICTAD/CIDA Registration ; Grade – C5 or above, Specialty Irrigation and Land Drainage
  • Minimum average annual construction turnover of LKR 50.0 Million within the last five (5) years
  • The Bidder must demonstrate access to, or availability of, financial resources of LKR 10 Million
  • General Experience - Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last five (5) years
  • Specific Experience - Participation as contractor, management contractor, or subcontractor, in at least one (1) similar nature contract within the last ten (10) years, that have been successfully and substantially completed
  • Experience in key activities shall be Earth works on irrigation canals and Construction or repairing of canal structures within the last ten (10) years.

4. Bidding will be conducted through National Competitive Bidding procedure as specified in the World Bank‘s Procurement Regulation for IPF Borrowers: Procurement of Goods, Works, Non-Consulting and Consulting Services, 4th Edition, November 2020, and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6 and 1.7 setting forth the World Bank‘s policy on conflict of interest.

5. A complete set of Bidding documents in English (in two copies) may be purchased during office hours (from 9.30hrs to 14.30hrs) from 02.10.2023 to 22.10.2023 from the Director of Irrigation‘s Office, Ampara for a nonrefundable fee of LKR 6000.00 for each set on submission of a written application address to Director of Irrigation, Office of the Director of Irrigation, Ampara.

6. Interested eligible bidders may inspect Bidding document free of charge prior to collection if desired and obtain further information from Director of Irrigation, Ampara. T.P: 063-2222276.

7. Pre-bid meeting will be held at Director of Irrigation’s office, Ampara (Date & Time are shown in above table). Prospective bidders are requested to inspect the sites (Date & time are shown in above table) with the assistance of Divisional Irrigation Engineer shown in above table and participate in the pre-bid meeting.

8. Bids must be delivered to the Tender Box kept in room of Director of Irrigation, Ampara or send via Registered Post on or before 02:30pm on 23/10/2023 to the following address. Late bids will be rejected. Bids will be opened in the presence of the bidders or their representatives who wish to attend.

10. All bids must be accompanied by a Bid Security with valid period as mentioned in above table.

11. The decision of the Irrigation Department Procurement Committee is final and conclusive. The Irrigation Department Project Procurement Committee is empowered to reject single, any or all bids at its own discretion.
