• The Democratic Socialist Republic of Sri Lanka has received a Credit from the International Development Association (IDA) – World Bank in equivalent to US$ 125 Million towards the cost of the Climate Smart Irrigated Agriculture Project of the Ministry of Agriculture and it intends to apply part of the proceeds of this credit to eligible payments under the Contracts given in the table below.
• The Chairman, Minor Project Procurement Committee -North Western Province on behalf of the Climate Smart Irrigated Agriculture Project (CSIAP) invites sealed bids from eligible and qualified bidders for the Procurement of GOODS described in the table below.

• Bidding shall be conducted through National Competitive Bidding (NCB).
• If any SOE (State Own Enterprises -Board, Corporation, Bureau, etc.) is bidding for aforesaid Contract, then they should submit with their Bid, the “No Objection” letter obtained from the World Bank that they are eligible to award Contracts under CSIAP with reference to Clause 3.23 (b) of Procurement Regulations for IPF Borrowers of World Bank and/or documents to substantiate that they are eligible under said clause. If not, their Bid will be rejected by considering as non-responsive Bid without any query.
• Bidders are free to bid for more than one Contract and / or quote for one or more lots in same Bid provided that, if stated in respective Bidding Document but selections, will be made according to the criteria specified, financial and other capacity limits of the Bidder.
• Interested bidders may obtain further information from Deputy Project Director, Climate Smart Irrigated Agricultural Project, The Deputy Project Director’s Office (NWP), No. 51, Mihindu Mawatha, Yaggapitiya Housing, Kurunegala. (TP No. 037-2227950, Fax No. 037-2227950, Email – dpdcsiapnwp@gmail.com and inspect the bidding documents free of charge at the same place on working days from 03rd April 2023 to 24th April 2023 from 9.00 hrs. to 15.00 hrs.

• Bidding Document in English Language can be purchased by eligible bidders on the submission of a written application on original Letter Head to the Deputy Project Director at the address mentioned in item 6 above, and paying a non-refundable fee (Please refer above table for the amount) in Cash only on Working days from 03rd April 2023 to 24th April 2023 from 09:00 hrs. to 15:00 hrs.
• Pre-bid meeting will be arranged on 12th April 2023 at 11.00 hrs, at the place mentioned in item 6 above.
• Bid must be accompanied by an Unconditional Bid Guarantee on prescribe format in the Bidding Document for the value and date mentioned in above Table. Any Bid without a valid Bid Guarantee as indicated will be considered as non-responsive and rejected without any query.
• All pages of the Bidding Documents shall be signed by the bidder and affixed his seal.
• The Bids shall submit as the Original and the Copy. The original and the Copy should be enclosed in separate sealed envelopes and marked as the “Original” and “Copy”’ respectively. Both envelopes shall be enclosed in a sealed single envelope, and write the Description of GOODS and Contract No on top of lefthand corner of the envelope.
• Completed Bids shall either be deposited in the Tender Box kept for this purpose or send under registered post address to The Chairman, Procurement Committee, Deputy Project Director’s Office (North Western Province), Climate Smart Irrigated Agriculture Project, No. 51, Mihindu Mawatha, Yaggapitiya Housing, Kurunegala to reach on or before 14:00 Hrs. (2.00 p.m.) on 24th April 2023.

• Receiving of the Bids shall be closed at 14:00 hrs. (2.00 pm) on 24th April 2023. Late Bids shall not be accepted. Bids will be opened immediately after closing in the presence of the bidders or bidders’ representatives who choose to attend. If the office happens to be closed on the bid closing date specified above due to Government Notice, the bid closing date will be the immediate next working day and will be opened at the same time and venue.

• The decision of the Project Procurement Committee is final and conclusive. The Procurement Committee is empowered to reject single, any or all bids at its own discretion.
