  • Bidding shall be conducted through National Competitive Bidding (NCB).
  • Interested bidders may obtain further information from Deputy Project Director, Climate Smart Irrigated Agriculture Project, Deputy Project Director’s Office (Southern Province), 3rd floor, Administrative Complex, Hambantota. (TP No. 047-2256304, Fax No. 047-2256303), and inspect the bidding documents free of charge at the same place on working days from 06th Feb 2023 at 09:00 a.m. to 26th Feb 2023 at 3:00 p.m.
  • To be eligible for Contract award, the successful bidder shall not have been blacklisted and shall meet the requirements in Bidding Document. Further, the successful bidder shall have a valid registration Grade in the Construction Industry Development Authority (CIDA) as mentioned in the above Table under the specialty of Irrigation & Drainage Canals. Bidders are free to bid for more than one Contract but selections will be made accordingly to the financial and other capacity limits of the Contractors.
  • Bidding Documents in the English Language can be purchased by eligible bidders on the submission of a written application on the original Letter Head to the Deputy Project Director at the address mentioned in item 4 above and paying a non-refundable fee (Please refer to above table for the amount) in Cash only on Working days from 06th Feb. 2023 to 26th Feb. 2023 from 09:00 a.m. to 2:00 p.m.

7. Pre-bid meeting and subsequent Site Visit will be arranged on 22nd Feb. 2023 at 10.00 a.m., at the place mentioned in item 4 above. Prospective bidders are requested to inspect the sites with the assistance of the relevant officers at their own cost.

8. Bid must be accompanied by an Unconditional Bid Guarantee in the prescribed format in the Bidding Document for the value and date mentioned in the above Table. Any Bid without a valid Bid Guarantee as indicated will be considered non-responsive and rejected without any query.

9. All pages of the Bidding Documents shall be signed by the bidder and affixed to his seal.

10. The Bids shall submit as the Original and the Duplicate. The original and the duplicate should be enclosed in separate sealed envelopes and marked as the “Original” and “Duplicate”’ respectively. Both envelopes shall be enclosed in a sealed single envelope, and write the Description of Work and Contract No on top of the left-hand corner of the envelope.

11. Completed Bids shall either be deposited in the Tender Box kept for this purpose or send under the registered post address to The Chairman, Regional Procurement Committee, Climate Smart Irrigated Agriculture Project, Deputy Project Director’s Office (Southern Province), 3rd floor, Administrative Complex, Hambantota to reach on or before at 10:00 a.m. on 27th February 2023.

12. Receiving of the Bids shall be closed at 10.00 a.m. on 27th Feb 2023 at the following address. Late Bids shall not be accepted. Bids will be opened immediately after closing in the presence of the bidders or bidders’ official representatives who choose to attend.
