Scope: The service provider will be expected to: • Embark on this project paying special attention to the purpose, background, main aim of the study and objectives as outlined; • Review the existing strategy, assess the current airlift strategy and identify areas for improvement; • Engage stakeholders (airlines, airports, owners of private landing air strips, tourism industry, government departments and local communities); • Conduct market research to identify opportunities for growth and development of the air transport and logistics and analyse competitor airports & their strategies to identify best practices and areas for improvement; • Develop the revised strategy which aligns with provincial and national objectives and addresses the identified areas of improvement; • Identify key projects and initiatives to support the implementation of the revised strategy; • Develop an implementation plan and identify quick win projects to achieve immediate benefits and build momentum for longer term initiatives; • Check the feasibility of establishing an aviation school by developing business case for its establishment and operation; • Do an assessment of Air transport in the Limpopo Province. This should lead to a statement of problems which obstruct or limit achievement of policy objective of government that relate to economic productivity and competitiveness for the Province; • Do an assessment of the stakeholders and their relative interest in achieving a successful Airlift strategy as well as their contribution, roles and responsibilities; • Identify the objectives of Airlift Strategy for the Province which is in line with the principles mentioned; • Identify the challenges that will hinder the province to achieve the objectives of the strategy; • Identify possible solutions or options to address the challenges; • Identify the most appropriate institutional arrangements (co-ordination structure) to implement the Air transport including the roles of different spheres; • Make recommendations on what additional legislation is required to effectively implement the proposed strategy.
