Scope: The appointed service provider will be responsible for Project Oversight and Reporting: • Attending project steering committee meetings; • Submitting monthly progress reports. Implementation of a GRAP-Compliant Asset Register: • Conducting physical verification of immovable assets; • Providing verification software for movable and immovable assets; • Asset unbundling according to a defined hierarchy; • Providing audit support; • Reviewing and revision of useful lives and residual values of immovable and movable assets for compliance with GRAP; • Conducting impairment assessment for immovable and movable assets based on verification results in compliance with GRAP; • Assisting the entity in successfully addressing the audit findings on PPE as per the Auditor-General"s report; • Reconciling between the asset register and the General Ledger/Trial Balance; • Reporting on work done including detail on applied methodologies; • Training of and transfer of skills to identified staff. GRAP compliance requirements: • Detail asset description; • Detailed location description; • Bar code, unique identifier, serial number (for electronic assets and where applicable), erf number (for land and buildings and where applicable) (or other number to distinguish it from other assets); • Purchase price; • Acquisition date; • Estimated useful life (original and revised); • Estimated residual value; • Remaining useful life; • Depreciation; • Accumulated depreciation; • Disposal — date, proceeds, depreciation up to date of disposal; • Information on a change in accounting estimate as a result of change in useful life or residual value — date reassessed, etc; • Impairment loss recognised or reversed; • Carrying amount at the beginning and end of the reporting period; • Locations for assets including GPS co-ordinates; • Addresses as well as deeds information for land, buildings and other property under the control of the Client; • Condition of the asset to assist in determining the remaining useful life of an asset and whether it may possibly be impaired; • Person responsible for safeguarding and maintaining the asset(s).
