1. INTRODUCTION
African forests and landscapes are under significant pressure and are severely compromised. The continent loses approximately 2.8 million hectares of forests annually, and about 132 million
hectares of land are affected by degradation. FLR, an approach to regaining ecological functionality and enhancing human well-being across deforested or degraded landscapes, presents
opportunities to improve livelihoods and lift people out of poverty. FLR also provides prospects to enhance soil fertility, stabilize food production, and reduce food insecurity while
protecting biodiversity and restoring the integrity of ecosystems to provide services.
The African Forest and Landscape Restoration Initiative (AFR100) is a country-led effort to restore 100 million hectares of land by 2030. This initiative contributes to the Bonn Challenge, the African Resilient Landscapes Initiative (ARLI), the African Union Agenda 2063, and the Sustainable Development Goals (SDGs). Phase I of the AFR100 initiative focused on securing political commitments, which currently stand at over 129.7 million ha across 34 countries. This initiative fosters a dense partnership network and secures financial commitments from investors and development institutions. In 2022, AFR100 entered Phase II, characterized by acceleration and scaling implementation of forest landscape restoration (FLR) spurred on by improved coordination amongst partners, pairing finance with projects, innovations to FLR monitoring and registry solutions.
2. THE MAIN OBJECTIVES OF THE CONSULTING SERVICE
This consultancy’s primary objective is to support the AFR100 FLR implementation in partner countries through better programme coordination, knowledge management and learning, impact
monitoring, and sharing of best practices. The specific objectives of this assignment are:
a. Equip AFR100 countries to monitor and verify the impact of FLR by country targets and indicators in the AFR00 Monitoring Framework.
b. Provide support for annual reporting of implementation progress.
c. Provide coordination and communication support to key AFR100 partners assisting countries in stocktaking FLR projects into a registry/surveys, monitoring, analyzing, and reporting.
d. Perform in-country scoping studies, sensitization, and training to assist up to nine countries in capturing, aggregating, analyzing, and reporting data on FLR using the AFR100 registry and
monitoring tools.
e. Develop a 9-country monitoring roadmap to support the institutional infrastructure and enable AFR100 monitoring and reporting at the high political level.
