2. Background
South Africa is classified as a middle-income country with a high human development index rating. However, it is one of the most unequal countries in the world. Poverty, unemployment and
environmental degradation exist side by side with wealth, modern cities and developed infrastructure. Despite high standards for some children in terms of living conditions, access to education
and employment prospects, many of South Africa’s children and youth are facing a future of unemployment, underemployment and hazardous work, and consequently poverty and protection issues
abound. The situation young South Africans find themselves in is the result of a confluence of multiple complex issues:
Apartheid has left South Africa with a great social divide that has the effect in the education system. Children from disadvantaged communities with low-income are unable to access quality education due to reasons such as lack of proper infrastructure in the schools including lack of proper classrooms, toilets and running, schools being far from the local communities, teacher–learner ratio imbalance. This therefore leads to many of these children dropping out of school and many of these are usually girls. In today’s society where everything is happening digitally even the delivery of education in schools is moving towards smart education, the social divide in South Africa has exacerbated the unequal quality of education as children from low-income communities are therefore experiencing the digital divide. This means that the schools in these communities cannot access technology, connectivity and digital skills as compared to their counterparts. The high drop-out rates add to the already high unemployment rates among youth between the ages of 15-24 creating a ripple effect as these young people do not have any employability skills.
Due to the existing challenge of gender disparity in South Africa, it is often young women that are affected by the lack of employment thereby forcing young women to depend on young men creating a threat for them to be trapped in a cycle of gender-based violence. Prolonged school closures had a longer-term impact on inequality because the most vulnerable families did not send children (particularly adolescent girls) back to school leading to young girls becoming pregnant and having to fend for their children alone in most cases.
Despite the growth of green industries in recent years and the many new green or environmentally positive jobs this brings, many of these jobs are not well known, especially among marginalized communities. Also, youth have misconceptions about what a ‘green job’ means. Most do not know that there are many opportunities beyond working as a Park Ranger or conservationist in a remote nature reserve (WWF, 2023). Even if youth were aware of these jobs, access to the skills needed in these sectors is not available for many. Therefore, linkages to jobs in the green economy are not there for marginalized young people and there remains a growing gap between skills required and skills learned by youth
3. Purpose:
SCSA Skills to Succeed Programme is aiming to address the above challenges by engaging young people between the ages of 15-24 in Limpopo Province (Capricorn District), Gauteng Province (Tshwane
District) and Mpumalanga Province (Ehlanzeni District). This will be done by
1. Developing the career readiness and resilience required of youth to enter emerging job markets:
2. Job linkages, with a focus on green jobs and green economy.
3. Closing the Digital Skills gap.
4. Addressing the specific needs of migrant boys and girls.
5. Unleashing the power of young people as advocates and leaders for social and climate action.
6. Understanding and improving Gender Equality in the labour market.
