Tender Description

Re-Advertisement of the Consultancy Services to Undertake a Genome Editing Landscape Analysis in Selected African Countries

1. INTRODUCTION
The AUDA-NEPAD is placing science-driven innovations at the core of its programming and interventions across Africa supported by solution-focused research and development. The Centre of Excellence in Science, Technology and Innovation is leading an initiative to harness the potential of genome editing as a rapidly developing suite of biotechnology tools. The initiative aims to facilitate the increased uptake of genome editing by AU Member States through effective science communication and advocacy. This is with the aim to promote viable, competitive, and sustainable agricultural production and the transformation of agro-industries to support the realization of Agenda 2063.
There is increasing evidence that technology, including emerging biotechnologies like genome editing, will be a key factor in determining the pace and characteristics of advances in Africa’s socio-economic development. However, challenges and unexploited opportunities still hinder access to and the adoption of such technologies at scale. Addressing these critical factors requires a clear understanding of the status of technical, institutional, infrastructure and financial resources that are currently available in countries. This will be used as evidence to inform decisions on future interventions and investments.

2. THE MAIN OBJECTIVES OF THE CONSULTING SERVICE
The objective of the landscape exercise is to obtain an in-depth assessment and analysis of existing policies, infrastructural, institutional, and technical capabilities to encompass product development and commercialization in a select number of African countries. Overall, the assignment aims to:

  • Provide an evidence-based description and analysis of the status of modern biotechnology and genome editing in a cross-section of countries covering the five AU regions with the aim to highlight key trends, intervening factors and areas for attention, as well as, fundamental aspects such as science/technical, political, geo-political, social, human, culture and traditions, etc. that support or hinder advances in the application of genome editing in agriculture and food systems in Africa.
  • Identify the emerging needs that genome editing can readily address, especially those which require rapid responses at scale. These needs will focus on food systems i.e., agricultural productivity, reduction of post-harvest losses, climate adaptation, food and nutrition security, diversified and healthy diets.
  • Identify staple and indigenous crops based on African regional contexts that can improve the livelihoods of people through food security, better nutrition, climate resilience, and sustainable productivity.

3. SCOPE OF WORK, ACTIVITIES AND TASKS
The Landscape Analysis will comprise a desktop review, collection of primary data, collation, analysis and consolidation of the evidence into a number of key knowledge products that will be presented to key stakeholders for validation. The deep dive analysis will cover sixteen (16) countries across the five (5) AU regions namely, Burkina Faso, Ghana, and Nigeria, Senegal (West Africa); Egypt; Morocco; Tunisia (North Africa); Cameroon (Central Africa); South Africa, Malawi, Zimbabwe, Mozambique (Southern Africa); and Ethiopia, Kenya, Mauritius, Rwanda (East Africa). The desk review will use secondary information and data sources such as websites, validated datasets, annual and other published reports, conference publications, scientific journals and peer-reviewed publications, media resources like biotechnology-focused magazines, repositories of press releases and others. Essentially, the scope of work will include both desktop and primary research through interviews, surveys, and questionnaires in the selected countries.

The landscape analysis will specifically gather information and data on the following;
1. The policy environment, including the existence of policies and regulations, incentives, and disincentives to advance genome editing in agriculture in Africa, inclusive of national and regional (REC) policies.
2. For each of the countries listed above;
a. National, regional, and international institutions with mandates to improve staple and indigenous crops for enhanced productivity, nutrition and post-harvest value-addition;
b. African-based public and private sector including seed companies engaged in R&D in modern biotechnology to improve productivity in crops and agroforestry, and nature of their participation in genome editing.
c. For 2a and 2b, capabilities, access to, and management of intellectual property rights; policies and/or practices for in- and out-licensing and other issues that affect freedom to operate.
d. Status of new and existing biotechnology laboratories with potential for genome editing (crops, livestock, fisheries and agroforestry) and human resource skills and competencies in various aspects of biotechnology and specifically for genome editing.
e. Sources of funding for genome editing R&D in agriculture e.g., government budgets, philanthropy, venture capital (VCs) among others.
f. Inventory of modern biotechnology and genome editing projects and/or products and their development stage e.g., discovery → commercialization → deployment → scaling.
g. Inventory of major modern biotechnology and genome editing training courses offered at national regional and continental levels, and by which institution or organization.
h. Disaggregated inventory of stakeholders, interest groups, and experts active in genome editing (Women, Youth and Special Interest Groups).

The approach and data collection plan provided by the firm should detail standard operating procedures for primary and secondary data collection to effectively cover the selected countries. Best practices for enumerator training and data quality checks should also be detailed.

The Africa Union Development Agency - New Partnership for Africa’s Development (AUDA-NEPAD now invites eligible Consultants to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

4. SUBMISSION REQUIREMENTS AT SHORTLISTING STAGE
Interested Firms are requested to submit the following documents for AUDA-NEPAD consideration:
a. An Official signed Letter from an authorized official, expressing interest of the firm to participate in the Consultancy;
b. An officially completed and signed Declaration of Undertaking downloadable from the website or see attached as Annex 1 of this REOI;
c. General profile and background of the firm which should elaborate the following:
i. Core Business of the firms;
ii. Names of authorized representatives of the firms (Power of Attorney);
iii. In the cases of Consortiums/Partnerships/Associations shall be required to submit Joint venture Agreements/Joint Association letters stating the lead firm; and
iv. Commercial Registration of the firms attaching Registration certificates.
d. Experience of the Firm in handling consultancy services of a similar nature; and
e. Availability of Professional Key Staff with Suitable Qualifications and experience in the field of assignment.

5. Reporting and Time Schedules: The duration of the assignment is expected to at least six (6) months period of 180-person days;
6. The Consultant will report directly to the Office of Science and Technology, and Centres of Excellence;
7. Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. Firms from African Union Members States and/or joint ventures will have an added advantage;
8. A Consultant will be selected in accordance with the “Quality Cost Based Selection (QCBS)” based on the method set out in the AU Procurement Guidelines. This is an Expression of Interest (EOI) only, and therefore submission of Financial Proposals is not applicable at this stage;
9. AUDA-NEPAD will shortlist 3-8 best qualified and experienced firms to submit detailed technical and financial proposals;
10. AUDA-NEPAD reserves the right to verify any information provided by prospective entities/individuals and false information will lead to disqualification. The AUDA-NEPAD Agency reserves the right to cancel the procurement process without stating any reason; and

11. Only Consulting Firms are eligible for this assignment if they fulfil the following eligibility criteria:
a) Have no conflict of interest in relationship to performance of this assignment;
b) Are not subject to, and not controlled by any entity or individual that is subject to, a temporary suspension or a debarment imposed by the Africa Union, World Bank or any other multilateral development bank and being listed on the website http://www.worldbank.org/debarr or respectively on the relevant list of any other multilateral development bank. Further, we are not ineligible under pursuant to a decision of the United Nations Security Council along with any of the sub-consultants, subcontractors, suppliers, or service providers for any part of the contract;
c) Have not been convicted by a final judgement or a final administrative decision or subject to financial sanctions by the United Nations or Country for involvement in a criminal organisation, money laundering, terrorist-related offences, child labour or trafficking in human beings; this criterion of exclusion is also applicable to legal Persons, whose majority of shares are held or factually controlled by natural or legal Persons which themselves are subject to such convictions or sanctions;
d) Are not a shell company nor has their company been created specifically for this bid and are legally registered to operate a business under the Laws of their country; and
e) Are not being bankrupt, wound up or ceasing our activities, having their activities administered by
courts, having entered receivership, reorganization or being in any analogous situation.
f) Are not involved in corruption: offering, giving, receiving or soliciting, directly or indirectly, anything
of value to influence improperly the actions of another party; and
g) Comply with their national tax and social security laws.
