Tender Description

Development of a Maritime Enterprise Development Business Incubation Strategy

1. INTRODUCTION
This Request for Proposals (the “RFP”) is an invitation by SAIMI to prospective service providers to submit proposals for the Development of a Maritime Enterprise Development Business Incubation Strategy.

2. BACKGROUND
The SA International Maritime Institute (SAIMI) was established in 2014 by the Department of Higher Education and Training (DHET) and the South African Maritime Safety Authority (SAMSA) to coordinate maritime skills development and research initiatives in partnership with various stakeholders locally and globally

SAIMI has conducted a Value Chain Study and Development of a Strategy and Implementation plan for increased Small Medium Micro Enterprises (SMME) participation in the oceans economy. The `SMME development programme is aimed at enabling SMMEs to gain access to the maritime sector, enhancement of local procurement to enable SMMEs to supply goods and services for various segments of the oceans economy, and at stimulation of economic growth, increased employment and entrepreneurial opportunities.

One of the recommendations made in the SMME Value Chain Study and Development Strategy was for SAIMI to develop a Maritime Enterprise Development Business Incubation Strategy with the aim to:

  • Increase the capacity, participation and sustainability of Small Medium and Micro Enterprises (SMME)’s in the Maritime Industry.
  • Determine potential and viable businesses in the established Maritime value-chain.
  • Promote growth and socio-economic transformation of the Maritime Industry
  • Promote skills development, skills transfer, job creation and entrepreneurial skills.
  • Capacity building through business coaching, mentorship and cost reduction measures that helps to maintain SMME profit margins.

To note: the Value Chain Study and Development of a Strategy and Implementation plan preliminary report is yet to be approved for public dissemination and will only be shared with the successful bidder

4. SCOPE AND EXTENT OF WORK AND DELIVERABLES
4.1 Scope and Extent of Work

The successful bidder will be required to:

  • Engage in a SAIMI organised inception meeting, with a view to agree on the overall implementation methodology, the strategic plan guidelines and timelines. The meeting will also discuss a preliminary plan on the literature review, stakeholder engagement and management; and further establish the project steering committee (PSC) to guide this assignment.
    Following the engagement with SAIMI, the appointed service provider will be required to deliver an inception report capturing the discussions, the stakeholder engagement and management plan, as well as other decisions as formulated during the inception meeting.
  • Review and analysis of existing documents, including but not limited to the Value Chain Study and Development of a Strategy and Implementation plan for increased SMME participation in the oceans economy, and other key project documents relevant to the assignment. The aim is for the strategy to address the gaps as identified related to training, coaching, mentoring, access markets and finance, etc.
  • Undertake a consultative process with key stakeholders to solicit their views and inputs, followed by a half day workshop with the key players in order to assimilate the learnings from the literature review and stakeholder engagement, with the aim to formulate recommendations for the incubation strategy and implementation plan. SAIMI will avail the collated database of the stakeholders categorised in Oceans Economy sub-sectors.
    Upon completion of all engagements with stakeholders, the appointed service provider will prepare and submit a detailed stakeholder engagement report, reflecting on key themes and recommendations from the stakeholders.
  • Develop a draft Maritime Enterprise Business Incubation Strategy and Implementation Plan outlining critical elements such as (but not limited to) the market overview, services offered, target clients/beneficiaries, revenue generation model, organisational structure, marketing/operational and financial plan, and the monitoring and evaluation mechanisms. The strategy should indicate key performance indicators and how they will be assessed.

SAIMI will review the draft Strategic Plan with the Implementation Plan to roll out the Incubation programme in a session with the service provider. The service provider will modify the draft based on feedback and share the second draft. Further modifications may be required, but these should be minimal.
SAIMI will formally approve the final document once satisfied.

6. STANDARD CONDITIONS OF TENDER
IMPORTANT NOTE:

SAIMI is currently housed within Nelson Mandela University (NMU), at the university’s Ocean Sciences Campus in Summerstrand, Gqeberha.

Although a legal entity of NMU, operating within its policies and provided with technical support from the university, SAIMI has a national mandate and works with government at national and provincial levels, with the maritime industry and organised associations across the country, and with any and all education institutions from school level to TVET colleges to universities and universities of technology.

For this reason, SAIMI has its own corporate identity not linked to the university identity, its own web/email domain, and own social media presence. The intention is to preserve and strengthen this distinct identity.

This procurement process will be run via the university procurement system and processes, with the final decision on appointment of service provider/s resting with SAIMI. The successful bidder/s will conclude an Agreement with the University, acting on behalf of SAIMI, and all payments will be processed by the university. However, the service provider/s relationship will be directly with, and managed by, SAIMI.

6.2.6 The responses to this RFP will not be opened publicly.
6.2.7 The university undertakes not to disclose any confidential details pertaining to the proposal and/or information received to any other company, i.e., concept, design, delivery, pricing, etc.
