ICT Strategy, Cybersecurity Strategy & Business Continuity development: The bidder should lead in the development of MIFA ICT Strategy.

1. INVITATION
YOU ARE HEREBY INVITED TO SUBMIT A QUOTATION FOR REQUIREMENTS OF THE MOTOR INDUSTRY FUND ADMINISTRATORS (MIFA)

RFQ DESCRIPTION
MIFA ICT STRATEGY DEVELOPMENT: Lead in the development MIFA ICT Strategy and ICT Architecture to enable ICT to support MIFA’s five (5) year Strategic Plans. MIFA ICT is one of the critical enablers of MIFA Strategy and thus it is critically important that is repositioned to satisfy that need.

SPECIFIC REQUIREMENTS
The development of the strategy should include the following key aspects:
1. Align ICT Strategy with Business Objectives
The bidder must study and understand MIFA’s business objectives for each department and the entire business, e.g., trends in the pension fund management and related legislators, customer landscape, growth plan, marketing goals, new partnership opportunities, demand forecast, logistics, etc. to ensure a holistic approach that will meet the ICT needs of all business functions.

The strategy must be based on globally acceptable framework e.g. ITIL or similar frameworks. Provide the ICT Governance Framework which is aligned to MIFA Compliance Universe in terms of legislature, law, regulation and best/good practices and frameworks. Establish Governance Forums/Committee and related Terms of References which will be used to manage and report various ICT activities daily, weekly, monthly, quarterly etc. Define key Governance Structures for service assurance (internal and external audit) and ICT risk management.

The bidder is expected to present the overall strategy to MIFA Executives and the Board.

2. ICT Architecture
Develop an ICT Architecture which will support ICT Strategic Objectives in terms of People, Processes and Technology. Understand current systems and applications and interdependencies of current systems/applications and provide a roadmap in filling the missing gaps. Provide an overall Architecture view (drawing) of our network, application, database and server layers.

Identify key processes, daily, monthly, quarterly annually etc. to ensure that these connections/API’s are adequately protected and monitored.

3. Cyber Security & ICT Business Continuity
Define a watertight Cyber Security Strategy for MIFA’s physical and information assets. MIFA has adopted a NIST Framework and CIS controls for compliance, protection and assurance. Provide a cyber security maturity roadmap considering current protection tools and existing gaps. Align current ICT recovery procedures to ensure business continuity during service disruption/disaster.
