Somalia is a beneficiary of the World Bank-financed Somalia Enhancing Public Resource Management Project (SERP). The Project Development Objective (PDO) is to support Somalia in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. The project includes five components: (i) Public Financial Management (PFM); (ii) Domestic Revenue Mobilization (DRM); (iii) Public Sector Management (PSM); (iv) Integrated Governance Support; and (v) Project Management, Coordination, and Support in Delivery.
The project aims to strengthen tax policy capacity and harmonization across the Federal Government of Somalia (FGS) and Federal Member States (FMSs) by enhancing tax policy reforms, improving research and analysis capabilities, and ensuring transparency in revenue performance reporting. Key efforts include reviewing legal frameworks for taxpayer data access, aligning tax policies, and implementing the Medium-Term Revenue Strategy (MTRS).
Additionally, modernization initiatives will focus on automating tax administration systems, procuring necessary ICT infrastructure, and training staff and taxpayers to adopt digital tax solutions efficiently. Business processes will also be reviewed to ensure harmonization and efficiency in tax administration.
Capacity-building efforts will include the implementation of a harmonized taxpayer identification system, taxpayer segmentation strategies, and targeted registration campaigns. Training programs and scholarships will be expanded to enhance technical expertise in revenue management, while support will be provided to the Somalia Revenue Academy to establish training units across FMSs. Taxpayer education and facilitation initiatives will focus on expanding communication programs, conducting taxpayer perception surveys, and organizing tax forums to improve public engagement and compliance. These combined efforts aim to create a more transparent, efficient, and taxpayer-friendly revenue system across Somalia.
As part of taxpayer education and facilitation, the FGS Ministry of Finance will hire a consulting firm to undertake a taxpayer perception survey. The firm will work closely with FGS and FMS tax Policy Units when determining the target population, sampling strategy, and sample size of the survey giving the tax policy officers the chance to contribute to the questionnaire design and the methodology of the study.
Objectives of this assignment are to identify factors influencing taxpayer perceptions regarding tax compliance and customs, assess taxpayer satisfaction levels, challenges, and experiences with tax laws, processes, and communication, analyze trust levels in tax authorities and the quality of taxpayer services, evaluate taxpayer education efforts and identify areas where policy and administrative improvements are needed, and provide recommendations to enhance tax administration and compliance strategies.
The consulting firm will be responsible for designing and developing a comprehensive survey instrument targeting businesses of different sizes, defining the target population, sampling strategy, and sample size, conducting focus group discussions (FGDs) and stakeholder engagement sessions, administering the taxpayer perception survey, performing statistical analysis and qualitative assessments of taxpayer feedback, developing a final survey report with findings and recommendations, and presenting survey results to relevant stakeholders.

The Ministry of Finance invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
