The Government of the Federal Republic of Somalia has received financing from the World Bank to implement the Somali electricity Sector Recovery Project “SESRP”. The Project Development Objective is to increase access to lower cost and cleaner electricity supply in the project areas and to reestablish the electricity supply industry.
The MoEWR seeks to conduct a Strategic Environmental and Social Assessment (SESA) to ensure that environmental and social considerations are adequately integrated into the sector"s planning and implementation processes. The Electricity Sector development plans as such as Somalia’s Power Masterplan, the Least-Cost Geospatial Mapping, and the Electricity Supply Industry, aim to enhance access to reliable and sustainable electricity, promote renewable energy sources, and improve energy efficiency. In line with Somalia’s electricity sector development plans, the Federal Government of Somalia has secured a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP) and Accelerating Sustainable and Clean Energy Access Transformation in Somalia (ASCENT Somalia). Both projects are implemented by the Ministry of Energy and Water Resources (MoEWR).
The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR) and expected to be carried out in five (5) months from commencement.

The Ministry of Energy and Water Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
