Assignment Title: Joint Assessment of Financial Management Information System (FMIS) Utilization, Expansion Needs and Sustainability

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somalia Enhancing Public Resource Management Project (SERP) and intends to apply part of the proceed for consulting services.

Regarding the automation of financial management in each individual Somali government, there has been substantial progress since 2015. Reforms in Federal Government of Somalia (FGS), and Federal Member States (FMSs) have led to the significantly improved use of Financial Management Information System (FMIS) platforms.

The FGS and Puntland MoF are using the customized versions of the same cloud-based FMIS platform. The Somali Financial Management Information System (SFMIS) has been launched by the FGS in April 2015 to support budget execution, accounting and reporting. The system is being used by 350+ officials from 61 out of 70 budget entities (the remaining 9 entities are in temporary facilities).

The Puntland Financial Management Information System (PLFMIS) is in use since January 2017 to support budget controls, expenditure, revenue and treasury management, central bank transaction synchronization functions and financial reports. The system is being used by 500+ officials from 35 MDAs. Four FMSs are using another shared cloud based FMIS solution (BISAN) that was launched gradually (Jubbaland in 2014, South West in 2015, Galmudug in 2016, and Hirshabelle in 2017) to support budget execution, accounting and reporting.

The Ministry of Finance now invites eligible consulting firms to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  • Core business of the firm (at least 10 years in the business of Information Management Systems particularly web-based management information systems in public sector).
  • Experience of conducting similar assignments (at least 8 years specific experience in at least two (2) successfully completed comparable projects in the areas specified in the assignment (design/implementation of FMIS and/or similar web-based management information systems in public sector). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
  • Experience of relevant services in an environment similar to that of Somalia; and
  • The technical and managerial organization of the firm. (Provide only the structure of the organization. Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
