A. BACKGROUND
The Government of Somaliland through the Ministry of Education & Science has received financing from the World Bank towards t Education for Human Capital Development Project. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes in Somaliland. The Project consists of the following four key components: (1) System Building – This component will focus on strengthening systems to implement Education Sector Strategic Plan (ESSP); (2) Expansion of access to quality schooling for the disadvantaged – (3) Enhanced instruction quality –and (4) Project Management.
The Ministry of Education and Science intends to hire a consultant (Procurement specialist) to work closely with the various implementing entities and project implementation unit for project related procurement activities.
B. Responsibilities: The Procurement Specialist Will Ensure that complete documentation is maintained on all procurement cases and coordinate and respond to procurement queries, disputes, and provide guidance to the evaluation process and the preparation of prepare Bid/Proposal Evaluation Report and Award Recommendations. The procurement specialist will Prepare Requests for No-objection for the World Bank for stages of procurement activities as required by Bank Guidelines. He/she will provide guidance to contract management oversight for goods and consulting services to be procured and associated ancillary services, the procurement specialist will ensure timely preparation/updating, and submissions of the project procurement plan for review and approval by the Bank. He/she will verify that procurement requests are in accordance with the approved procurement plan. He/she will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following https://moe.govsomaliland.org/ or can be provided upon submission of application (in person or by E-mail) provided below.
C. Selection Criteria: Selection will be based on the qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
D. REPORTING
The procurement specialist will report to the PIU Project coordinator that he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SEHCD project.
E. Duration of Assignment:
The procurement specialist shall be contracted for an initial one-year period.
The Ministry of Education and Science now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
F. SUBMISSION REQUIREMENTS
The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
