Assignment Title: IEDCR Resilient Planning Expert

Reference No. (as per Procurement Plan): IEDCR-040-2022

The Ministry of Provincial Government and Institutional Strengthening intends to apply for financing from the World Bank toward the cost of the [IEDCR project] and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include:

The Resilience Planning Expert role will build on SIG’s existing policies and procedures, to support MECDM and MPGIS develop participatory planning tool to mainstream climate and disaster risks into the PCDF and build disaster management capacities. The detailed Terms of Reference (TOR) for the assignment can be obtained from the following:

The [Ministry of Provincial Government and Institutional Strengthening] now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:

Academic Qualifications

A minimum of a Bachelor’s degree in community development planning, meteorology, climatology, disaster risk management or a related field.

Experience Requirements

• At least 10 years of relevant experience in community participatory planning, climate and disaster resilience or related programs.
• Demonstrated knowledge and understanding on participatory rural appraisal tools or other related planning tools.
• Experience working on community, ward or national development plans using participatory rural appraisal tools or related participatory planning tools.
• Demonstrated knowledge and skills in delivering trainings.
• Demonstrated understanding of climate change risks, natural hazards, and impacts in Solomon Islands, the region and the global level.
• Experience in cross collaboration with multiple stakeholders in similar assignments.
• Excellent written and verbal communication skills in English.

The assignment commences on the 1st of November 2024 for the initial period of 65 days.

The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers [insert correct title and date of applicable Guidelines edition as per financing agreement] (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
