Assignment Title: IEDCR Curriculum Development Specialist

The Ministry of Provincial Government and Institutional Strengthening intends to apply for financing from the World Bank toward the cost of the [IEDCR project] and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
Component 2(b) will support the implementation of key provisions of SIG Climate Change Policy by mainstreaming climate and disaster risk into awareness and planning at the subnational level and enhance the capacity of the PG and Wards to prepare and respond to disasters and manage the impacts of climate change. Led by MECDM, the implementation of this Subcomponent will be the responsibility of the Climate Change and Risk Resilient Expert (CCARE), based at the PMU and the Climate Change Adaptation and Risk Reduction Officers (CARROs), based in the provinces. The CCARE and CARROs will build the capacity of the PGs and communities to undertake participatory climate risk assessments and mainstreamed into ward planning processes. They will also lead the conduct of risk and vulnerability assessments, awareness of climate and disaster risks, mainstreaming climate resilience and enhancing climate and risk informed investments. At the ward level, with technical support from CARROs, the Provincial Program Coordinators (PPCs) and Ward Support Officers (WSOs) will facilitate the work of WDCs to increase climate and disaster resilience of the ward level – including facilitating the work of PG official and WDCs in undertaking risk profiling, disaster preparedness and disaster response activities at the ward level.
As part of the project interventions and to prepare them for their roles, they will undergo training through a Training of Trainers (ToT) approach complemented by development of training manuals and related guides for the use of tools. The following table gives an overview of the roles and responsibilities of CCARE, CARROs, PPCs and WSOs and the corresponding training areas that they need to build their knowledge and skills on. These content areas will also be provided to the provincial officers/specialists as well since as a group they will deliver/roll out the training at PG and Ward level.

The [Ministry of Provincial Government and Institutional Strengthening] now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such a situation, only the experience and qualifications of individuals shall be considered in the selection process. The criteria for selecting the Consultant are:
Academic Qualifications
Postgraduate degree in the field of environmental management, climate change, disaster risk management or related courses
Experience Requirements
The assignment commences on the 1st November 2024 for the initial period of 60 days.
The attention of interested Consultants (including firms) is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers [insert correct title and date of applicable Guidelines edition as per financing agreement] (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.
