The Project, Building Capacity in Statistics and Audit in the Solomon Islands (CAPSA) is a World Bank funded project which aims to build the capacity of the Solomon Islands National Statistics Office (NSO) and the Office of the Auditor General (OAG) of the Solomon Islands to meet their respective mandates in contributing to evidence-based policy-making and improved government accountability. The CAPSA project is aligned with the Country Partnership Framework (CPF) for Solomon Islands for the period FY18 –24 and has three components: Component 1: strengthening statistical capacity - implemented by the NSO and will finance 1.1) the implementation of the 2024/25 Household Income and Expenditure Survey (HIES) with improved methodologies, 1.2) improvements to national accounts and economic statistics, and 1.3) a suite of technical and institutional capacity building activities. Component 2: strengthening audit capacity - implemented by the OAG and will finance 2.1) strengthening quality assurance practices and improving audit quality, and 2.2) improving the public impact of audits and Component 3: project and portfolio management - will be a shared responsibility under both Implementing Agencies (IAs). The length of the CAPSA Project is from January 19, 2024 to December 28, 2028.
The OAG, and the NSO have received financing from the World Bank toward the cost of the CAPSA Project and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include top-level technical assistance in the setup of the CAPSA Project procurement process and a solid procurement administration system in ensuring an efficient and timely procurement of goods, works and services related to project implementation as prescribed in the Project Procurement Plan and Project Procurement Strategic Document (PPSD). The PS will also ensure adequate training in the above tasks and including in the World Bank’s Systematic Tracking of Exchanges in Procurement (STEP) System for the newly recruited Procurement and Administration Officer, and the Project Manager. This position will involve a combination of home-based and in-country inputs in Honiara, Solomon Islands at the NSO, Project Support Team (PST) and will report to the Project Manager. The contract for this post will be for thirty (30) working days over a period of eight weeks commencing in early May 2024.

The CAPSA Project now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in line with the job criteria to perform the Services (attaching a cover letter and curriculum vitae with description of experience in similar assignments and conditions etc). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.
