The Project, Building Capacity in Statistics and Audit in the Solomon Islands (CAPSA) is a World Bank funded project which aims to build the capacity of the Solomon Islands National Statistics Office (NSO) and the Office of the Auditor General (OAG) of the Solomon Islands to meet their respective mandates in contributing to evidence-based policy-making and improved government accountability. The CAPSA project is aligned with the Country Partnership Framework (CPF) for Solomon Islands for the period FY18 –24 and has three components: Component 1: strengthening statistical capacity - implemented by the NSO and will finance 1.1) the implementation of the 2024/25 Household Income and Expenditure Survey (HIES) with improved methodologies, 1.2) improvements to national accounts and economic statistics, and 1.3) a suite of technical and institutional capacity building activities. Component 2: strengthening audit capacity - implemented by the OAG and will finance 2.1) strengthening quality assurance practices and improving audit quality, and 2.2) improving the public impact of audits, and Component 3: project and portfolio management - will be a shared responsibility under both Implementing Agencies (IAs). The length of the CAPSA Project is from January 19, 2024 to December 28, 2028.

The OAG and the NSO have received financing from the World Bank toward the cost of the Building Capacity in Statistics and Audit Project (CAPSA) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include top-level technical assistance to the NSO and the CAPSA Project aimed at improving the availability and quality of official statistics in the Solomon Islands. The Technical Adviser will support the implementation of the NSO Component of CAPSA (Component 1) as well as support the management of the CAPSA Project (Component 3). Specific technical support to the NSO will include institutional strengthening (1.1), conduct of the 2004/25 Household Income and Expenditure Survey (HIES) (1.2), and support for national accounts and economic statistics (1.3). This post is a 24-months fulltime contract position (with 6-month’s probationary period) with possibility of extension subject to satisfactory performance and availability of funds, and will be based in the NSO in Honiara, Solomon Islands. The expected start date is approximately May 2024. It is anticipated that the consultant will undertake a desktop review at the consultant’s home base prior to mobilization to Honiara.

The NSO now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience in line with the job criteria to perform the Services (attaching a cover letter and curriculum vitae with description of experience in similar assignments and conditions etc). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process. The specific criteria for selecting the Consultant include:

Mandatory Criteria

  • Master’s Degree in economics, statistics, or any other relevant field or Bachelor’s Degree with equivalent experience.
  • Proficient at all aspects of computer skills including the MS Office suite (Word, Excel, PowerPoint), Computer Assisted Personal Interview (CAPI) software, statistical analysis software (e.g., Stata) and internet research.
  • Excellent writing skills with the ability to prepare reports, briefings and presentations; fluency (oral and written) in English is essential.

Desirable Criteria

  • At least 5 years’ proven experience in statistical systems, including data collection and analytical methods.
  • Experienced in managing the implementation of household surveys (including the preparation of reports and dissemination) in different contexts.
  • Demonstrated track record in managing the strategy and planning aspects of a statistics office.
  • Demonstrated experience in developing robust project work plans and budgets.
  • Demonstrated ability to meet set deadlines, deliver outputs/results and identify / rectify implementation problems at their early stage.
  • Demonstrated experience with projects funded by international donors (WB, ADB, DFAT, etc).
  • Good knowledge of Solomon Islands or the Pacific Island Countries more broadly is an advantage

  • Component 3 Project Management will be a shared responsibility under both Implementing Agencies (IAs).

Although the Project will be implemented by both the NSO and the OAG (the Implementing Agencies), the project support team (PST) for both agencies will be based in the NSO.

A Technical Advisor will work alongside the PST and will be fully responsible for implementing Component 1 and contributing to Component 3

The NSO Technical Advisor is responsible for leading the technical implementation of the NSO component of the CAPSA project, as well as contributing technical inputs to the management of the project as part of the Project Support Team (PST).

Duration

This will be a 24 month contract (6 month’s probationary period) with possibility of extension subject to satisfactory performance.

The expected start date is approximately May 2024.

Contract Scope

The NSO Technical Advisor (NSOTA) is responsible for leading the technical implementation of the NSO component of the CAPSA project, as well as contributing technical inputs to the project management activities (annual work plans and budgets, progress reports, World Bank (WB) supervision missions) as part of the Project Support Team. Specific tasks and responsibilities include:

Technical implementation of NSO component

  • Lead the overall implementation of the NSO project component.
  • Provide technical advice on methodological improvements to the Household Income and Expenditure Survey (HIES) 2024-25, and provide other support to the NSO HIES Director as needed.
  • Provide capacity building for the HIES on the following activities: survey design, data processing, analysis, and dissemination of key findings.
  • Support the HIES Project Director to monitor (including field travels) the progress of field enumeration and logistics, and advise on any interventions on issues and challenges faced, in accordance with the HIES workplan and the field enumeration plan.
  • Provide technical advice on methodological improvements to the Business Census and other data collections to improve national accounts and economic statistics.
  • Manage the other technical consultants recruited to prepare the project outputs under the NSO component, such as the NSDS review, statistics act review, and technical training providers.
  • Provide technical advice to NSO senior management on long-term planning and strategy issues.

CAPSA Project Management

  • Attend meetings of the Project Steering Committee (PSC)
  • Lead, coordinate, manage & monitor the overall implementation budget, finance, procurement, environmental and social management of the Project with support from other relevant PST members.
  • Ensure NSO staff comply with the Code of Conduct as established in the Environmental and Social Commitment Plan (ESCP) and Stakeholder Engagement Plan (SEP) of the CAPSA project.
  • Monitor the implementation of NSO project component activities as specified in the Financing Agreement and Annual Work Plan and Budget.
  • Lead the preparation of NSO project components to the consolidated Annual Work Plan and Budget in coordination with the Project Manager and ensure their timely submission to the PSC and to the World Bank.
  • Monitor the progress of the NSO project component against the key results indicators.
  • Monitor and evaluate NSO project component risks through a project risk register.
  • Coordinate and ensure good communication flows between the NSO and the Project Support Team (PST).
  • With support from the NSO financial management staff, ensure that the audits of the NSO project component are properly conducted, audit observations are duly complied with on time and audit reports are timely submitted.
  • Carry out environmental and social risk management tasks described in the ESCP and Stakeholder Engagement Plan SEP with respect to the NSO project component.
  • Provide NSO project component input to the consolidated and semi-annual project progress reports to the World Bank and PSC, including activity progress against work plan (with results indicators), financial execution, procurement progress, Environmental and Social management and work program for review and ensure their relevant implementation.
  • Coordinate and facilitate the implementation of the World Bank implementation support missions, mid-term review, project completion mission, and other interim missions with respect to the NSO project component as required.
  • Prepare all progress reports and other necessary documents for the NSO project component to be presented to the World Bank during implementation support missions conducted every 6 months.

Specific Deliverables of contract

The NSOTA will be on probation for the first six months of the assignment. The Permanent Secretary with the assistance of other senior project or Ministry staff will undertake a performance evaluation of the relevant deliverables listed below.

The Project Management Unit and other stakeholders will then interview highest ranked individuals[1]. Interviews will assess the strengths and weaknesses of candidates.
