The Government of Sierra Leone obtained funding from the World Bank towards the cost of the Resilient Urban Sierra Leone Project to strengthen urban management, improve access to basic services and infrastructure, and enhance disaster resilience in the Western Area (Freetown and Western Rural district) and the 6 secondary cities of Sierra Leone (Port Loko, Makeni, Kenema, Koidu New Sembehum, Bo, and Bonthe). The Project Development Objective (PDO) is to strengthen sustainable urban management, improve access to basic services, and enhance disaster resilience in the Western Area and select secondary cities of Sierra Leone. The RUSLP has the following components:
The objective of the assignment is to design and deliver a comprehensive capacity-building program in urban planning, including the development of training materials, delivery of short- and long-term training, and institutionalization of continuous professional development under Component 1 of the project.
Under the supervision of the PMU and the beneficiaries (MLHCP, MLGCA, Councils and relevant MDAs), the consultant shall undertake the following duties and specific activities:
This would involve a rapid validation and updating of the urban planning capacity assessment exercise that was conducted by the planning consultants who are preparing the secondary cities structure plans as well as those doing the Western Area Regional Structure Plan. The assessment would be undertaken in accordance with the structure of mandates and responsibilities under the overarching legal and regulatory framework. The rapid assessment shall outline thematic areas/course units for immediate inclusion in the training program. This is expected to be a part of the scope of the procured consultancy service.
Development of training materials and learning platforms to provide practical, context-specific, and standardized learning resources that support urban planning training at all levels. Guided by the capacity assessment, the procured consultancy service shall undertake pre-training activities that would involve preparation of customized training modules and graduate/postgraduate curriculum structures, in close consultation with relevant stakeholders including government and academia.
Long-term training to build a sustainable pipeline of skilled urban planners and institutionalize continuous professional development in urban planning. This is envisioned to be undertaken in close collaboration with selected universities. The consultant shall provide support in the:
The assignment will be expected to be completed within 24 months from the date of the contract signature.
The Team of Consultants must possess the following experience and qualifications in order to carry out the assignment. Evaluation of the Technical Proposals will be based upon the following criteria:
Consultant’s ability to work with professionals in Sierra Leone would be an advantage

The Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
i) Core business and years in business,
ii) Relevant experience,
iii) Technical and managerial capability of the firm
The attention of interested consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised
November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
