Assignment Title: Consulting Services to Undertake Capacity Building for Urban Planning in Sierra Leone

Reference No.: SL-MOF-508339-CS-LCS

  • 0 Background

The Government of Sierra Leone obtained funding from the World Bank towards the cost of the Resilient Urban Sierra Leone Project to strengthen urban management, improve access to basic services and infrastructure, and enhance disaster resilience in the Western Area (Freetown and Western Rural district) and the 6 secondary cities of Sierra Leone (Port Loko, Makeni, Kenema, Koidu New Sembehum, Bo, and Bonthe). The Project Development Objective (PDO) is to strengthen sustainable urban management, improve access to basic services, and enhance disaster resilience in the Western Area and select secondary cities of Sierra Leone. The RUSLP has the following components:

  • Objective of the Assignment

The objective of the assignment is to design and deliver a comprehensive capacity-building program in urban planning, including the development of training materials, delivery of short- and long-term training, and institutionalization of continuous professional development under Component 1 of the project.

  • Scope of Consultancy

Under the supervision of the PMU and the beneficiaries (MLHCP, MLGCA, Councils and relevant MDAs), the consultant shall undertake the following duties and specific activities:

  • Training Design:

This would involve a rapid validation and updating of the urban planning capacity assessment exercise that was conducted by the planning consultants who are preparing the secondary cities structure plans as well as those doing the Western Area Regional Structure Plan. The assessment would be undertaken in accordance with the structure of mandates and responsibilities under the overarching legal and regulatory framework. The rapid assessment shall outline thematic areas/course units for immediate inclusion in the training program. This is expected to be a part of the scope of the procured consultancy service.

  • Training Materials Development:

Development of training materials and learning platforms to provide practical, context-specific, and standardized learning resources that support urban planning training at all levels. Guided by the capacity assessment, the procured consultancy service shall undertake pre-training activities that would involve preparation of customized training modules and graduate/postgraduate curriculum structures, in close consultation with relevant stakeholders including government and academia.

  • Training Delivery:
  • Develop and undertake a Training for Trainers (TOT) Program: The consultancy firm will undertake a TOT program targeted towards building the capacity of selected staff from government (MDAs, Local Councils) and non-governmental (selected universities) organizations. A criterion for the selection of beneficiaries of the TOT program shall be developed in close consultation with the stakeholders, ensuring that a balance on gender representation, and representation from both local and national staff is achieved. Delivery of the Training of Trainers program would include a combination of teaching methods, including effective teaching practices, interactive sessions, practical exercises, presentations, and confidence-building techniques. A block release approach would be considered in the case of long-term professional programs. Trainees would be evaluated through assessments, presentations, and feedback on their development as trainers.
  • Develop and undertake short-term professional training to targeted MDAs: Targeted to government MDAs, the consultancy firm shall develop and undertake structured learning programs designed to enhance skills and knowledge of various relevant professionals engaging in the built environment and in planning and development control processes, at local and national levels. Delivery of the professional training would be through various methods including formal instruction, in-person classes, online learning, structured workshops, etc. The aim would be to enhance their understanding towards interacting with and implementing the spatial plans under preparation. The professional training program would be undertaken alongside the PMU-led on-job training programs and shall seek to complement and not duplicate this ongoing effort. Although the professional training shall target all the 22 local councils, the 8 RUSLP beneficiary local councils shall be prioritized.
  • Institutionalization

Long-term training to build a sustainable pipeline of skilled urban planners and institutionalize continuous professional development in urban planning. This is envisioned to be undertaken in close collaboration with selected universities. The consultant shall provide support in the:

  • Curriculum development for undergraduates, postgraduate diploma, and professional certificates in selected universities.
  • Define accreditation/certification processes and requirements of professional practitioners.
  • Establish partnerships with international institutions for curriculum co-development, joint degrees, and faculty exchanges.
  • Deliverables Schedule:
  • Inception Report incorporating Training Design
  • Training Materials
  • Training of Trainers Report
  • Training Report for the Short-Term Training
  • Plan for continuous planning professional training including structured tertiary training
  • Duration and Timelines of the Assignment:

The assignment will be expected to be completed within 24 months from the date of the contract signature.

  • Experience, Qualifications and Technical Requirements for the Consultant Team (or firm)

The Team of Consultants must possess the following experience and qualifications in order to carry out the assignment. Evaluation of the Technical Proposals will be based upon the following criteria:
