1. The Ministry of Finance has received financing from the World Bank toward the cost of the Accountable Governance and Basic Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for Supply and installation of AMIS ICT infrastructure enhancements to host the Audit Management Information System (AMIS) and other applications after necessary configuration and virtualization of the system components. This contract also includes the training of four ASSL ICT staff in the administration of the implemented system.
2. The Project Fiduciary Management Unit through the Project Management Unit of the Accountable Governance and Basic Service Delivery Project now invites sealed bids from eligible bidders for the Supply and Installation of the Extended ICT Infrastructure for the ASSL. The contract duration is sixteen (16) weeks.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” (First published - July 2016, Second Edition - November 2017, Third Edition July 2018 and Fourth Edition - November 2020 and Fifth Edition: September 2023) (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Project Management Unit, 3rd Floor-Sierra Leone Commercial bank Building; 35 Liverpool Street, Freetown or via email to agbsdproject2022@gmail.com. and inspect the bidding document during office hours 0900 to1700 hours Monday to Friday at the address given below.
5. The bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of SLE2,400.00 (Two Thousand Four Hundred Leones) or $100.00 (One Hundred and Fifty United States Dollars). The method of payment will be by bank transfer, wire transfer, or direct deposit in the below bank account:

6. Bids must be delivered to the address below on or before 22nd January 2025. Electronic Bidding will not be permitted. Late Bids will be rejected.
The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below, Conference Room, 3rd Floor-Sierra Leone Commercial Bank Building, 35 Liverpool Street Freetown, Sierra Leone on the 22nd January 2025 at 12:00 noon Sierra Leone Time.
All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.
7. All Bids must be accompanied by a “Bid Security” of USD 20,000.00 (Twenty Thousand United State Dollars )from a reputable Commercial Banking Institution.
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
