Assignment Title: Hiring a consulting firm to review the development plans of the 6LCs (Kailahun, Koinadugu, Port Loko, Bonthe, Pujehun, and Kambia District) and produce 2025 annual development plan in line with the new framework for development planning

The Government of Sierra Leone has received financing from the World Bank toward the cost of the Accountable Governance for Basic Service Delivery Project (AGBSDP) and intends to apply part of the proceeds for consulting services.

Objective of Activity

The main objective of the assignment is to review the development plans of 6 LCs (Falaba District; Karene District; Koinadugu District; Kono District; Pujehun District; and Kambia District) to produce annual revised development plans in line with the newly formulated local council development planning framework/template and compatible to the national development plan adopted by the Government (section 96 of the revised LGA 2022).

Scope of Assignment and Services

  • The time frame for performing this task is 6 months, commencing in April 2024 and expected to end in September 2024.
  • The assignment is expected to be executed by 3 Consultants (1 Consultant per 2 LCs). The reason is that the review of the development plans of 6 LCs shall be complete on or before the LCs commence their budget preparation process in September 2024. Unlikely for 1 consultant to complete the review process on or before the end of September 2024
  • Each of the 6 LCs revised development plan shall be the annual development plan for 2025

Specifically, the Consultant(s) shall undertake the following services:

  • Hold consultations with residents of the locality at Ward levels including women/youth, persons with disabilities, agencies of Government (devolved MDAs), non-governmental and international organizations, private sector and CSOs/NSAs that have interest in the development of the locality
  • Hold meetings with the Technical Planning Committee of the council, which shall play a key role in the consultative process with residents in each of the 6 local councils in question
  • In collaboration with the Technical Planning Committee, prepare survey instruments for data collection in each of the Wards within a local district council area with sections on priorities per sector and per development project needs etc
  • In collaboration with the Technical Planning Committee, recruit supervisors and enumerators from within the Council jurisdiction and provide training on the use of the survey instruments in each of the Wards in a council area
  • Facilitate and coordinate the process of data collection by the enumerators in each Ward, input and analyse the data that will feed into the content of the revised development pan of council
  • Produce an Inception Report draft revised development plan of a council in line with the standardized framework/template prepared by MoPED and a final comprehensive development plan of a council that will be validated by MoPED

Outputs/Deliverables

The Consultant(s)’ key deliverables will include:

  • Stakeholder consultation reports (Inception Report) on the LC development plan review process produced
  • A first draft revised annual development plan for each of the 6 LCs and a workshop report on the validation of the each of the 6 revised development plan
  • Final revised annual development plan of each of the 6 LCs in the appropriate framework/template prepared by MoPED.

Duration of the Assignment

The assignment, that is reviewing development plans of the 6 LCs shall not exceed 6 months

The Project now invites eligible Consulting firms to indicate their interest in providing the Services. Interested Consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The minimum qualifications required of the Consulting firm for this assignment are:

Number of Key Experts required (3): Team Leader, Development Planner and Data Analyst

The Team Leader will provide overall leadership for the assignment and will take responsibility for all deliverables.

The Development Planner will provide expertise on the development planning process in going through the processes and procedures for reviewing the LCs development plans in line with the guideline/framework developed by MoPED

The Data Analyst will focus mainly in coordinating the data collection processes including validating and analyzing the data that will inform draft of the annual development plans of the 6 LCs.

A firm may incorporate Non-key experts like enumerators and supervisors as it deems fit and will cost their services accordingly, which will form part of their total financial cost that will be evaluated.

Qualification and Experience of the Firm and Key Experts

The Firm

The firm must be a locally registered entity meeting its full obligations with the applicable laws (tax, social security contributions, etc.). The firm must have undertaken at least similar and related assignments in the past with reputable institutions. It must have a management team with the required experience and expertise to deliver such assignment. The firm must ensure that the CVs of the key experts proposed are duly signed and relevant certificates are attached.

Key Experts

  • Team Lead
  • The Team Lead must me a Sierra Leonean and should have at least a post graduate degree in Economics, Public Finance, Public Policy or other related fields in the realm of social sciences.
  • S/he should have at least twelve (12) years of experience working on public policy research issues, knowledge in development planning both at national and sub national levels is an added advantage
  • Fluency in English is a Must
  • Development Planner
  • The Development Planner must be a Sierra Leonean and should have a postgraduate degree in Economics, development planning and other related field with at least eight (8) years’ experience in public policy and research and development planning at both national and sub national levels. An understanding of decentralization and local council’s development planning process is an asset
  • Data Analyst
  • The Data Analyst must be a Sierra Leonean and should have at least a first degree in Economics, Statistics or related field with at least five (5) years’ experience on data collection and analyses. Experience on citizens engagement and consultations is an asset
  • Proficiency in computer applications relating to planning, MS Word, Excel, etc. is a prerequisite

This REoI will lead to the preparation of Short list of Consulting firms

The attention of interested CSO’s is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultant will be selected in accordance with Consultant Qualification Selection (CQS) method set out in the Consultant Guidelines.
