The Government of Sierra Leone has received financing from the World Bank toward the cost of the Quality Essential Health Services and Systems Support Project (QEHSSSP). The Ministry of Health (MoH) intends to apply part of the proceeds to Develop Standard Operating Procedures (SOP)/ Protocols or Guidelines for Medical Wast Management in Sierra Leone. The consulting services (“the Services”) includes comprehensive review of existing national and international standards and guidelines related to medical waste management and the preparation of standardized SOPs, Protocols, or Guidelines for Medical Waste Management to ensure safe, environmentally friendly, and efficient practices in healthcare facilities in the public and private sector in Sierra Leone. The detailed Terms of Reference (TOR) for the assignment can be obtained via email from msesay@mohsihpau.gov.sl.

The Ministry of Health Projects Administration Unit now invites qualified individuals (Consultants) to express interest in providing the Services. Interested Consultants should submit information (academic/ professional certificates and updated CVs) which demonstrate that they have the required qualifications and relevant experience to perform the Services.

The shortlisting and selection criteria shall consider the following attributes, qualification, experience and skills:

• At least a Master’s degree in either (a) public health engineering/WASH and Environmental Engineering (b) Sanitary Engineering, (c) Clinical/Healthcare/Biomedical Waste Management, (d) Chemical Engineering, or (e) Biochemistry
• At least 10 years post-qualification experience after First Degree in any of the related fields above.
• At least 10 years of experience in waste and project management.
• Adequate experience in the development of regulatory and institutional instruments such as policy, strategic plans, SOPs, training manuals, and stakeholder engagement.

• Membership in a Waste Management or Environmental Professional body will be an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultant will be selected in accordance with the Individual Consultant Selection Method set out in the “Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023.
