• The Government of the Republic of Sierra Leone has received a grant from the International Development Association (Hereinafter called the Bank) toward the cost of the Smallholder Commercialization and Agribusiness Development Project (SCADeP) under the Ministry of Agriculture and Forestry (MAF).The Government of the Republic of Sierra Leone intends to apply part of the proceeds toward payments under the contract for the procurement and supply of 1900 bags ( 50kg per bag) of fertilizer to smallholder farmers
• The Project Coordinating Unit of Smallholder Commercialization and Agribusiness Development Project acting on behalf of the Ministry of Agriculture and Forestry (MAF) now invites sealed bids from eligible and qualified firm for the procurement and supply of 1900 bags (50kg per bag) of fertilizer to smallholder farmers as described in the table below.

• Bidding is open to both domestic and foreign bidders who can demonstrate of having successfully completed similar supplies, evidence of financial capability and evidence to demonstrate that the Goods it offers meet the usage requirements (more detailed is found in the bidding documents.) No domestic preference shall be given to domestic bidders.
• Interested eligible firms may obtain further information and inspect the procurement documents in the Office of the Procurement Management Specialist, Second Floor, Project Coordinating Unit, Smallholder Commercialization and Agribusiness Development Project, 1F Scan Drive, Off Spur Road, Wilberforce, Freetown, Sierra Leone between from 8:30am – 4:30pm (Sierra Leone Time) from Mondays to Fridays. A complete set of the Request for Bids documents in English may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of Two Thousand Leones (SLE 2,000.00). The method of payment will be by cash, cheque or Bank transfer into Account Number: 001-300-020 057 000 290

• Bids must be submitted in clearly marked envelopes and delivered to the Project Coordinator, Project Coordinating Unit, Smallholder Commercialization and Agribusiness Development Project, 1F Scan Drive, Off Spur Road, Wilberforce, Freetown, Sierra Leone by 12:30 p.m Sierra Leone Time on 22nd May 2023.

The bid documents must be accompanied by:

• Copy of valid business registration certificate from relevant Registration Authority or its equivalent in bidders’ home country for foreign bidders
• A valid National Revenue Authority tax certificate or its equivalent in bidders’ home country for foreign bidders
• Copy of a valid National Social Security Insurance Trust certificate or its equivalent in the bidders’ home country for foreign bidders
• Power of Attorney
• Bid Security amount indicated above must be in the form specified in tender documents
• Copy of certificate of registration with National Fertilizer Registration Agency in Sierra Leone or bidders or an equivalent body in the bidder’s home country
• Qualification and Evaluation Requirements criteria in section III of the tender documents

6.0 Electronic Procurement will not be permitted. Late bids will be rejected. 7.0 The attention of bidders is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFB document
