• The Social Safety Net Project (SSNP) started in 2014 with the World Bank, DFID and Government of Sierra Leone providing a total grant in the sum of US$56.3 million including Additional Financing and US$6.5 million in Trust Fund for unconditional cash transfers to people in extreme poverty (UCT) and Emergency Cash Transfers to people severely affected by the COVID 19 Pandemic. The National Commission for Social Action (NaCSA) implements the SSNP with support from the National Social Protection Secretariat (NSPS). The NSPS is housed at NaCSA.

• The National Commission for Social Action (NaCSA), the project implementing agency now invites sealed bids from eligible bidders that have executed at least three contracts of similar nature and volume to submit bids for the supply of the undermentioned:

Brief Description of items to be procured is as follows:

• Bidding will be conducted through National Competitive Bidding (NCB) procedures specified in the Guidelines for Procurement of Goods and Works under the World Bank Financing (2020) and are open to all bidders as stated in the World Bank Procurement Guidelines.
• Interested bidders may obtain further information and inspect the bidding document at the address below between 9:00 am and 4:00 pm from Mondays to Fridays. The bidding documents can be purchased by interested bidders upon payment of a non - refundable fee of Le 500.00 (Five Hundred Leones only) to the following Account:

The bidding document can be collected by hand at the address below after effecting payment.

• Seal bids must be delivered to the address below on or before 10:00am, 28th March 2023. All bids must be accompanied with:
• Business Registration Certificate.

• Bid Security
• Tax Clearance Certificate from the National Revenue Authority (NRA).
• NASSIT Clearance Certificate
• Manufacturer/Authorized Distributor Authorization Certificate
• Documentary evidence of similar contracts perform in the last three (3) years

Late Bids will be rejected and returned unopened.

• Bids will be opened on 28th March, 2023 at 10:30am in the presence of bidder’s or their representatives who choose to attend, in the Conference Room, National Commission for Social Action, Room No. 2F2, 2nd Floor, NaCSA House, 14-16 Charlotte Street, Freetown.
