Assignment Title: Technical Assistance Team

The REPUBLIC OF SEYCHELLES has received financing from Green Climate Fund for technical assistance through the World Bank as an accredited entity towards the cost of the Renewable Energy Acceleration Program (REAP) and intends to apply part of the proceeds for consulting services.
The consulting services (Technical Assistance Team) shall provide services to support the Public Utilities Corporation with the implementation of the REAP through technical support, capacity building and project management. The Technical Assistance Team will be responsible for the planning, management, and technical quality assurance throughout the implementation of the project. The expected start date of assignment is on the 16/05/2026, ensuring full consistency with the TOR referred to in this REOI.

The Public Utilities Corporation now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: At least 10 years of proven experience in the field of electrical engineering, utility infrastructure development; experience in carrying out project management, power system planning and renewable energy development; at least two assignments in the fields of electrical distribution network upgrades and renewable energy with battery system grid interconnection in the last 5 years. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality And Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
