• The Republic of Serbia / Republic Geodetic Authority has received financing from the World Bank toward the cost of the Second Real Estate Management Project (REMP2), and intends to apply part of the proceeds toward payments under the contract for the Procurement of Hardware (servers, storages, routers, ...) and Disaster recovery system.

2. The Republic Geodetic Authority now invites sealed Bids from eligible Bidders for the Procurement of Hardware (servers, storages, routers, ...) and Disaster recovery system. Activity envisages establishing a Disaster Recovery solution (DR) to ensure business continuity and safeguard critical cadastral and spatial data. The DR will be deployed across two locations — the State Data Center in Kragujevac and Oracle Cloud Infrastructure - to replicate and secure core services from the primary data center in Belgrade. The project includes procurement, installation, testing, and full operational readiness of IT infrastructure (servers, storage, networking), with clear Recovery Time Objectives defined for key services. It also requires comprehensive documentation, training, and compliance with ISO 9001, ISO 20000-1, ISO 14001, ISO37001 and ISO 27001 standards.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” March 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): The weight to be given for cost is 60%, the weight to be given for technical is 40%.

5. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 09:00AM to 15:00PM at the address below.

6. The bidding document in English shall be supplied to any interested or potential Bidder free of charge by e-mail upon the submission of a written request containing the Bidder’s detailed identification, to the address given above.

7. Bids must be delivered to the address below on or before December 10, 2025 at 12PM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on December 10, 2025 at 12:15PM.

All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid-Securing Declaration.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
