1. The Republic of Serbia has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and the Agency Francaise de
Development (AFD) in the form of a loan toward the cost of the Serbia Railway Sector Modernization (SRSM) Project, and intends to apply part of the proceeds toward
payments under the contract for Supply and Installation of Train Cab Radio System for Traction Vehicles of JSC Srbijavoz.
2. The Ministry of Construction, Transport and Infrastructure (MCTI) now invites sealed Bids from eligible Bidders for Supply and Installation of Train Cab Radio System
for Traction Vehicles of JSC Srbijavoz.
The implementation of activities includes the following:
• Delivery and acceptance of all 49 Train Cab Radio System (TCRS) devices in Serbia, at a location selected by the Supplier. The Supplier is allowed to propose delivery
in multiple batches; however, no more than three (3) separate shipments will be accepted. The Supplier shall be responsible for storing all delivered devices, after visual
inspection and acceptance, until the moment of installation.
• Transportation of the devices from the Supplier premises to the workshop where the installation will be carried out.
• Installation and testing of the installed device. Upon completion of the installation of the TCRS device on the last traction vehicle, the Supplier shall deliver the
fifth (5) additional devices, provided as spare units, to one of the designated workshops, in accordance with the instructions to be provided.
Besides the purchase and installation of these devices, procurement covers the following services:
• Obtaining necessary permits
• Testing and commissioning services and necessary documents
• Train driver training
• Maintenance staff training
The Bidder is responsible for the delivery of goods and related services, while acceptance will be conducted by the Purchaser and End User. The Project Site/Final
Destination is: Workshops in Zemun, Lapovo, Zaječar, Sombor and Zrenjanin.
The delivery period for goods is up to 20 months while the related services shall be completed within twelve (12) months of the delivery of goods.
No margin of preference is applicable.
3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for
IPF Borrowers” (Fourth Edition November 2020) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including
technical and non-price factors): 60% and for Bid cost: 40 %.
5. Interested eligible Bidders may obtain further information from the Central Fiduciary Unit of the Ministry of Finance and inspect the bidding documents from 09:00 to
15:00 hours at the address given below.
6. The bidding document in English only may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment
of a nonrefundable fee of EURO 50.00 or equivalent in Serbian Dinars (RSD) based on the selling exchange rate published by the National Bank of Serbia on the date of
payment.

7. Bids must be delivered to the address below on or before October 17, 2025, Time: 10:00 a.m., local time. Electronic Bidding will not be permitted. Late Bids will be
rejected. The outer Bid envelopes marked “Original Bid”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Bidders’
designated representatives and anyone who chooses to attend, at the address below on October 17, 2025, Time: 10:05 a.m., local time. All envelopes marked “Second
Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid-Securing Declaration.
9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the
Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
