1. The Republic of Serbia (hereinafter called “Borrower”) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank”) and the Agency Francaise de Development (AFD) in the form of a loan (hereinafter called “loan”) toward the cost of the Serbia Railway Sector Modernization (SRSM) Project. The Ministry of Construction, Transport and Infrastructure (MCTI), an implementing agency of the Borrower, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this Request for Proposals is issued. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing

2. The MCTI now invites sealed Proposals from eligible Proposers for Supply and Implementation of a Railway Infrastructure Asset Management System and GIS for the railway network with preparation of the Asset Register and Railway Infrastructure Asset database.

The Information System MUST support the following business functions:

• Condition monitoring & deterioration modeling: Predictive analytics to forecast asset degradation and prioritize M&R based on criticality and risk.
• Automated M&R planning: Rule-engine capabilities for optimized scheduling, resource allocation, and budget alignment.
• Integration with IŽS IT ecosystem: Seamless connectivity with SAP ERP and third-party systems to streamline workflows and data exchange.
• Integration with the GIS model of the IZS railway network, created and prepared under this contract.
• Asset database of Belgrade – Novi Sad – Subotica – State Border HSL for RI-AMS operation populated under this contract.
• Reporting: Tools for generating regulatory, operational, and financial reports, enabling oversight by stakeholders, including the Ministry of Transport.

3. The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” “Procurement Regulations for IPF Borrowers” (November 2020) (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70 % and for Bid cost: 30 %.

4. Interested eligible Proposers may obtain further information from the Central Fiduciary Unit of the Ministry of Finance and inspect the bidding documents from 09:00 to 15:00 hours at the address given below.

5. The request for proposals document in English only may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of EUR 50.00 or equivalent in Serbian Dinars (RSD) based on the selling exchange rate published by the National Bank of Serbia on the date of payment.

6. Proposals must be delivered to the address below on or before October 13, 2025, 10:00 a.m. CET. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on October 13, 2025, 10:10 a.m. CET. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.

7. All Proposals must be accompanied by a Proposal-Securing Declaration.

8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
