1. The Republic of Serbia / Republic Geodetic Authority has received financing from the World Bank toward the cost of the Second Real Estate Management Project (REMP2) and intends to apply part of the proceeds toward payments under the contract for Procurement of the Satellite imagery.

2. The Republic Geodetic Authority now invites sealed Bids from eligible Bidders for Procurement of the Satellite imagery. The activity envisages procurement of the VHR satellite imagery (resolution 30 cm or better) for the purposes of periodic aerial acquisition in 2026/2027, as well and orthorectified imagery for remote sensing products. The area to be covered is territory of the Republic of Serbia, excluding Autonomous Province of Kosovo and Metohija (total area of 83 154 km2 – national border with buffer area included). The Intended Completion Date is December 31st, 2027.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” September 2023. (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): The weight to be given for cost is 60%, the weight to be given for technical is 40%.

5. Interested eligible Bidders may obtain further information and inspect the bidding document during office hours 09:00AM to 15:00PM at the address given below.

6. The bidding document in English is available for the interested eligible Bidders on the following website address:

7. Bids must be delivered to the address below on or before September 26, 2025, at 12 PM. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below, on September 26, 2025, at 12:15 PM.

8. All Bids must be accompanied by a Bid-Securing Declaration.
