Eligibility of Bidders:

The following shortlisting criteria will be applied to all consulting firms (individual company or joint venture overall) that have submitted EoI:
1. Criterion: Proven experience and capacity to manage similar, large-scale projects. Previous work
experience in Serbia and/or Western Balkans will be considered an asset.
Scoring: The Consultant may be awarded up to 15 points for demonstrating relevant project
management experience. Within this range, 0 to 10 points will be assigned based on the proven
capacity to manage similar large-scale projects, while an additional 0 to 5 bonus points may be
granted for demonstrating previous work experience in Serbia and/or the Western Balkans.
2. Criterion: Proven experience in capacity-building, exchanging knowledge, convening and
interacting with national and local decision-makers as well as other relevant stakeholders
(universities, research institutes, etc.).
Scoring: The Consultant may be awarded between 0 to 15 points, based on the demonstrated
extent of experience in convening and engaging with national and local decision-makers, as well
as other relevant stakeholders, such as universities and research institutes.
3. Criterion: Proven experience in integrating sustainable and/or urban development planning at local
level (e.g. development of action plans; work on documents to support integration and/or
mainstreaming of climate change, environmental and social aspects and/or sustainable
development measures; development of project pipelines; identification of bankable projects;
development of financing strategies such as access to green finance, climate finance and similar);
Scoring: The Consultant may be awarded between 0 and 20 points, based on the demonstrated
extent of experience in integrating sustainable and/or urban development planning at the local level.
This includes the development of action plans, preparation of documents to support the integration
and mainstreaming of climate change, environmental and social aspects, or sustainable
development measures, development of project pipelines, identification of bankable projects, and
creation of financing strategies such as access to green or climate finance and similar mechanisms.
4. Criterion: Proven experience in supporting participatory integrated planning at local level in the
areas of sustainable infrastructure and/or urban mobility.
Scoring: The Consultant may be awarded between 0 and 10 points, based on the demonstrated
extent of experience in supporting participatory integrated planning at the local level, particularly in
the areas of sustainable infrastructure and/or urban mobility.
5. Criterion: Working on analytics and policymaking at local, regional, and national levels in relevant
sectors (e.g. strategic, spatial/ urban planning, urban sustainability, environment and climate
change, etc.);
Scoring: The Consultant may be awarded between 0 and 10 points, based on the demonstrated
extent of experience in conducting analytics and policymaking at local, regional, and national levels
in relevant sectors, such as strategic and spatial planning, urban sustainability, environment, and
climate change.
6. Criterion: Proven experience in supporting strategic planning at national and local level, including
but not limited to policy costing and/or impact assessment, development of medium-term planning
documents and/or budgets;
Scoring: The Consultant may be awarded between 0 and 10 points, based on the demonstrated
extent of experience in supporting strategic planning at national and local levels. This includes, but
is not limited to, policy costing, impact assessments, and the development of medium-term planning
documents and/or budgets.
7. Criterion: Participating in projects that improve public participation in the planning process.
Scoring: The Consultant may be awarded between 0 and 10 points, based on the demonstrated
extent of experience in participating in projects aimed at improving public participation in the
planning process.
8. Criterion: Providing technical assistance services to public authorities and conducting capacitybuilding processes for public administration.
Scoring: The Consultant may be awarded between 0 and 10 points, based on the demonstrated
extent of experience in providing technical assistance services to public authorities and conducting
capacity-building processes for public administration.
The total maximum score that can be awarded to a Consultant is 100 points, based on the cumulative
evaluation of all criteria.
As a proof, the Consultant firm shall prepare a table listing following information: name of the relevant
assignments, year of contract’s implementation, information on contract value, percentage carried out by
Consultant in case of association of firms and short description of main activities, contracting entity/client,
country/region, contact reference (name, e-mail, phone number).

REQUEST FOR EXPRESSIONS OF INTEREST
CONSULTING SERVICES – FIRMS SELECTION

Assignment Title:
TECHNICAL ASSISTANCE: PARTICIPATORY LOCAL DEVELOPMENT PLANNING IN PILOT LOCAL
SELF-GOVERNMENTS (LSGs)

The Republic of Serbia has received financing in the amount of US$ 300 million loan from the International
Bank for Reconstruction and Development (IBRD) and Development and the Agence Française de
Développement (AFD) toward the cost of the Local Infrastructure and Institutional Development Project
(LIID), and it intends to apply part of the proceeds to payments for consulting services to be procured under
this project.
Objective of the Assignment
Objective of the assignment is to enhance the process of local development planning, including citizen
participation, Environmental and Social Risk Management , linkages between planning documents, sectoral
strategies and budgets, and incorporation of climate and resilience considerations. The contribution of the
Assignment to the achievement of the objective will be ensured by reaching the following specific results:
• Recommendations for improving horizontal coordination of national policy framework which
refers to spatial and urban planning and policies related to urban sustainability, resilience to
climate change and disasters;
• Recommendations for streamlining the planning system;
• Mid-term and short-term monitoring and evaluation systems of spatial and urban development
are created in line with international and national requirements and best practices;
• Local strategic, spatial and urban development documents are better mutually horizontally
coordinated and vertically harmonized with higher-level plans, strategies and other relevant
documents, and linked to corresponding multi-annual and annual budgets;
• Public participation and transparency in the process of sustainable and integrated urban
development are enhanced;
• Climate and resilience considerations, as well as other key developmental challenges at the
local level are identified and addressed in spatial and urban development documents.
Scope of Work
Within this assignment, the Consultant shall perform the following tasks:
- Improvement of spatial and urban planning processes at the national and local level
- Improvement of participatory planning practices and capacity building
- Enhancement of the E-portal
The indicative duration of implementation services is 36 calendar months.

The Central Fiduciary Unit (CFU) of the Ministry of Finance now invites eligible consulting firms
(“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide
information demonstrating that they have the required qualifications and relevant experience to perform the
Services.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly
whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint
venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if
selected.
The experience and record of any proposed sub-consultancy shall not be included in the evaluation. Key
Experts" CV are not required and will not be evaluated at the shortlisting stage.
The Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) as set
out in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017,
August 2018 and November 2020). The Ministry of Construction, Transportation and Infrastructure (MoCTI),
who is the Client, intends to shortlist up to eight eligible firms to whom a subsequent Request for Proposals
(RFP), both technical and financial, shall be sent.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s
Procurement Regulations for IPF Borrowers – Procurement in Investment Project Financing Goods, Works,
Non-Consulting and Consulting Services (July 2016, revised November 2017, August 2018 and November
2020) (“the Regulations”) setting forth the World Bank’s policy on conflict of interest.
