Contract Title: Supply & Installation of NAVAIDs Equipment for Faleolo International Airport

• The Independent State of Samoa has received financing from the World Bank toward the cost of the Samoa Aviation and Roads Investment Project (SARIP), and intends to apply part of the proceeds toward payments under the contract for Supply & installation of NAVAIDs Equipment for Faleolo International Airport.
• The Samoa Airport Authority now invites sealed Bids from eligible Bidders for the Supply & installation of NAVAIDs Equipment for Faleolo International Airport which comprises of the following:[1]

a) Supply of one set of Instrument Landing System (ILS) Distance Measuring Equipment (DME) system for runway 08 operate in a coastal tropical environment supporting CAT I operations;

b) Supply of one set of Doppler VHF Omnidirectional Range (DVOR)-DME system for the airport supporting approach/departure and enroute flight navigation in a coastal tropical environment;

c) Supply of Remote Control and Monitoring System (RCMS) and Communication System for ILS-DME and DVOR-DME systems;

d) Supply of Spares, Special Test Equipment and Tools; and

e) Associated services for project implementation.

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for Investment Project Financing (IPF) Borrowers September 2025 (“Procurement Regulations”)”, and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 70% and (financial): 30%.

The outer Bid envelope marked “Original Bid”, and the inner envelopes marked “First Envelope: Technical Part” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the above address. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

8. All Bids must be accompanied by a Bid Security of USD 100,000.00 in accordance with the bid security requirement in ITB 19 and the bidding forms provided in this bidding document.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
