The Government of the Independent State of Samoa has received financing from the World Bank towards the cost of the Samoa Climate Resilience Transport Project (SCRTP) and intends to apply
part of the proceeds toward payments under the contract for Re-construction of Lot 1: Malie-Afega (Upolu) Bridge & Lot 2: Lano (Savaii) Bridge. The two bridges are critical to providing
connectivity and supporting socio-economic development in Samoa.
The proposed works have been packaged into 2 LOTs. The Land Transport Authority now invites sealed Bids from eligible Bidders for the civil construction works as follows :
Lot 1: Malie-Afega (Upolu) Bridge;
Lot 2: Lano (Savaii) Bridge;
For each of the LOTs, the Works generally shall consist of the following list of activities which is not exhaustive:
LOT 1 - Construction of a new 6-cell Multi-cell Box Culvert for the Aleisa Stream at Malie-Afega. The cross section of the new culvert features two 3.5m traffic lanes
with accompanying 0.7m shoulders, 1.5m footpaths along both sides, and galvanized steel railings. The overall width of the deck is 12.4m. The width of the waterway is 26.0m between abutments
and the overall length of the multi-cell culvert is 26.8m.
LOT 2 - Construction of a new multi-cell box culvert to replace an existing ford across the Sologa Stream at the coastline in the village of Lano, Savaii. The cross
section of the new culvert comprises two 4.2m traffic lanes including curve widening with accompanying 0.6m shoulders, a single 1.5m footpath along the upstream side, and galvanized steel
railings. The overall width of the deck is 12.4m. The width of the waterway is 26.0m between abutments and the overall length of the multi-cell culvert is 26.8m.
Both LOT 1 and 2 will comprise civil works including but not limited to concreting, earth works, guard rails installations, rock excavations, road pavement works, concrete precast elements,
Environment and Social aspects relating to civil works etc.
Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”
Fifth Edition September 2023 (“Procurement Regulations”), and is open to all Bidders as defined in the Procurement Regulations.
Interested eligible bidders may obtain further information, inspect and acquire the bidding documents from the office of LTA starting from the 18th February 2025, as
below:
A complete set of bidding documents may be purchased by interested eligible bidders on submission of a written application to the above office, and upon payment of a non-refundable
fee of SAT $300. The LTA kindly advises all interested bidders to bring a flash drive when collecting the bidding documents.
All bids should be clearly marked with the “Contract Title” and bids (including withdrawals and Substitutions) must be submitted electronically via the
Ministry of Finance’s Tender Link below:

Bids must be submitted at or before 11am (Samoa Time) 24 March 2025.
The Ministry receiving the bid submissions (i.e., the Secretary of the Tenders Board) shall not be responsible for the non-receipt of electronically submitted bids, late submissions, or the
completeness of bid documents.
All bids must be accompanied by a Bid-Securing Declaration as specified in the bidding documents, ITB 19.1.
Bids will be opened immediately thereafter in the presence of any bidders’ representatives who choose to attend.
