THE INDEPENDENT STATE OF SAMOA (GOS), acting by and through the MINISTRY OF AGRICULTURE and FISHERIES (MAF)

Wishes to engage a contractor to implement the following Project: Construction of MAF PACKHOUSE (PH) at Atele including Design Review & Finalisation

• The Government of Samoa has received a [insert “Credit” or “Grant”] from the International Development Association toward the cost of The Samoa Agriculture & Fisheries Productivity and Marketing Project (SAFPROM), and it intends to apply part of the proceeds of this [insert “Credit” or “Grant”] to payments under the Contract for the Construction of the new MAF PACKHOUSE at Atele, including the Design Review & Finalisation.
• Construction (incl. Design Review & Finalisation) will begin on 11th November 2024 and will be completed by 22nd June 2025.
• Interested qualified eligible contractors are invited to request a copy of the bidding documents for a fee of ST$ 100.00.
• To be considered eligible a contractor must:
• Be registered as a Category A building contractor with the MWTI Building Contractor Register 2024
• Not be under any notice of disbarment issued by the Government of Samoa, and the World Bank
• Not be declared bankrupt or insolvent by a competent authority
• Demonstrate that they are paying taxes to the Government
• Have not breached any E&S requirements in any previous World Bank projects which include Code of Conduct and Sexual Harassment/Sexual Abuse conditions/requirements.
• To be considered qualified, a contractor must
• Have completed within the last 10 years at least two building works contracts of a similar nature of at least 75% of the value of the bid
• The proposed project design and works manager must have at least 10 years of experience in design and construction works of an equivalent nature and volume and no less than three years as a manager.
• Must demonstrate capability to complete the Works to a high standard and have or plan to acquire plant and equipment and key materials (i.e. steel beams & columns) required for the work.
• Must demonstrate to have adequate funds or access to funds (incl. letter of Credit from bank) to demonstrate that he has funds of at least ST$ 1.5m to finance at least two months cashflow required for the project.
• Documentary evidence to demonstrate the bidder’s qualifications must be submitted with the bid.

6. Bids must be delivered to the address given below at or before 11:00am local time on Thursday the 3rd October. Late bids will be rejected. Bids will be opened in public immediately thereafter at the same address in the presence of the Bidders" representatives and the project"s beneficiaries from the concerned local community who choose to attend shall be allowed to be present in person.

7. The Employer shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated bid and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.

8. All bids must be accompanied by a bid securing declaration as described in the bidding documents, any bid not accompanied by one will be rejected as non-responsive.

12. The GOS and the World Bank will respectively declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract funded by the GOS and the World Bank, if it at any time determines that the firm has engaged in corrupt or fraudulent, coercive or collusive practices in competing for or in executing a contract. It is the World Bank’s policy to require you to observe the highest standard of ethics during the procurement as the provisions on fraud and corruption are specified in the Attachment.
