Design studies for treatment plants based on planted filters/wetland technology in tropical environments
Supervision and validation of such work
Global experience in sanitation sector, particularly wastewater treatment plants with planted filters/wetland technology in tropical environments
Experience in training for this type of technology
Location experience in Saint Lucia or other Caribbean islands
Local representation/correspondents in Saint Lucia (considered as additional criteria)

REQUEST FOR EXPRESSIONS OF INTEREST - PROVISION OF DESIGN, SUPERVISION AND PROJECT MANAGEMENT SERVICES FOR THE CONSTRUCTION OF THE BLACK BAY WASTEWATER TREATMENT
PLANT
BACKGROUND
The CARIBSAN project is a Caribbean cooperation initiative implemented by ODE Martinique in partnership with INTERREG Caraïbes, AFD (Agence Française de Développement),
ODE Guadeloupe, and INRAE, co-funded by the European Union, with WASCO (Water and Sewerage Company Inc.) as the beneficiary. This project aims to deploy innovative,
environmentally friendly technology adapted to the tropical context for wastewater treatment using local plants.
The Black Bay wastewater treatment plant represents a critical infrastructure development for Saint Lucia"s wastewater management system. The project will utilize
cutting-edge sustainable treatment technologies specifically designed for Caribbean conditions, incorporating local vegetation and environmentally sustainable practices.
This initiative forms part of a broader regional effort to improve wastewater treatment capabilities across the Caribbean while promoting environmental sustainability and
regional cooperation.
The project has received the necessary approvals and no objection notice from AFD in accordance with their Procurement Guidelines, enabling WASCO to proceed with the
procurement process for design and supervision services. Payments by AFD will be made only at the request of the Government of Saint Lucia and upon approval by AFD, and
will be subject in all respects to the terms and conditions of the Financing Agreement.
OBJECTIVE
The objective of this project is to secure professional design, supervision and project management services for the construction of the Black Bay wastewater treatment
plant. The selected consultant will be responsible for providing comprehensive project management, design oversight, and construction supervision services to ensure the
successful implementation of this innovative wastewater treatment facility.
The engineering consultant will work closely with WASCO and the international project partners to ensure that the facility incorporates the latest environmentally friendly
technologies adapted to tropical conditions, utilizes local plant species for treatment processes, and meets all technical specifications and environmental standards
required under the CARIBSAN initiative.
SCOPE OF WORKS
The scope of work provided is intended to cover all the activities necessary to accomplish the stated objectives of the Project. The main tasks/activities are as
follows:
1. To provide comprehensive project management services for the Black Bay wastewater treatment plant construction project from design phase through commissioning.
2. To collaborate in the detailed design development ensuring compliance with CARIBSAN project requirements, AFD standards, and local regulations.
3. To conduct regular construction supervision and quality assurance activities to ensure adherence to approved designs, specifications, and international best practices
for tropical wastewater treatment systems.
4. To facilitate stakeholder coordination between WASCO, international partners (ODE Martinique, INTERREG Caraïbes, AFD, ODE Guadeloupe, INRAE), local authorities, and
the European Union as co-funder.
5. To ensure implementation of innovative, environmentally friendly technologies incorporating local plants and sustainable practices as specified in the CARIBSAN project
framework.
6. To provide technical reporting, progress monitoring, and compliance verification throughout the project lifecycle.
7. To conduct environmental and social safeguards monitoring in accordance with AFD and EU requirements.
The duration of the assignment is expected to be for a period of 2 years which includes the design and project implementation phases.
ELIGIBILITY CRITERIA
Consultants shall be eligible to participate if:
• The consultants are legally established entities in eligible countries as defined by AFD and EU procurement guidelines; and
• In all cases, the consultant has no arrangement and undertakes not to make any arrangements, whereby any substantial part of the net profits or other tangible benefits
of the contract will accrue or be paid to persons or entities not compliant with AFD and EU procurement requirements.
Eligible countries include EU member states, ACP countries, and other countries as defined in AFD procurement guidelines. Consultants are advised to review the detailed
eligibility criteria and conflict of interest provisions in AFD"s Procurement Guidelines, as published on AFD"s website.
In the assessment of submissions, consideration will be given to qualifications and experience on similar assignments, particularly wastewater treatment plant design and
construction supervision in tropical/Caribbean environments.
SUBMISSION REQUIREMENTS FOR EXPRESSION OF INTEREST
Interested bidders must submit the following:
• Company profile and proof of similar project experience in wastewater treatment plant design and construction supervision, preferably in tropical/Caribbean
environments
• Valid business license and tax compliance certificate
• Evidence of experience with international development projects, particularly those funded by AFD, EU, or similar multilateral organizations
• Demonstration of expertise in environmentally sustainable wastewater treatment technologies
Submission Instructions:
All information must be submitted in English or French. Further information may be obtained from the contact addresses below between 0800 and 1600 hours Monday to
Friday.
An electronic copy of the Expression of Interest must be received at the email address below no later than 4:00 pm Saint Lucia local time on Friday 12th September 2025.
The body of the email should confirm the name and contact details for the applicant. The submission should also be published on http://afd.dgmarket.com as required by AFD procurement procedures.
Additionally, the applicant should submit a sealed envelope containing their submission. The envelope should include the name and address of the applicant and should be
clearly marked "Expression of Interest CARIBSAN Project - Black Bay Wastewater Treatment Plant Design-Supervision Project Management Contract - Attention: Mrs Zilta
George-Leslie".
Following the assessment of submissions, the most technically capable and appropriately experienced applicant will be invited to negotiate a contract to provide the
consultancy services. WASCO reserves the right to accept or reject late applications or to cancel the present invitation partially or in its entirety. It will not be bound
to assign any reason for not selecting any applicant and will not defray any costs incurred by any applicant in the preparation and submission of Expressions of
Interest.
