Assignment title: Independent Evaluation of the English Language Proficiency Training, Assessment and Certification Programme for in‑Service Teachers in Rwanda.

The National Examination and school Inspection Authority (NESA) (hereinafter called ‘’Client”) intends to apply for financing from World Bank towards the cost of the Rwanda Quality Basic Education for Human capacity development project, and intends to apply part of the proceeds for consulting services,

The consulting services (“the Services”) include Consultancy to conduct an independent evaluation of the English language proficiency training, assessment, and certification program for in-service teachers in Rwanda. The purpose of this assignment is to independently evaluate the implementation fidelity, effectiveness, and efficiency of the English language Proficiency Training, Assessment, and Certification program currently delivered to 15,991 in-service teachers (Cohort 1) countrywide. The expected starting date is June 2026 and the proposed duration of execution is 205 days.

The National Examination and school Inspection Authority (NESA) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

• Profile of the firm/Core business and company establishment,
• Firm’s eligibility supported by trade license for international consultant firm or Certificate of incorporation for local firm,
• Evidence for at least 10 years for experience in evaluating large-scale education or language training projects.
• List and description of at least two (2) minimum assignment related to this survey,
• The technical and managerial organisation of the firm (Provide only the structure of the organization, general qualification and the number of the consulting team’s expertise (key staff) don’t provide CV for staff. Key Experts will not be evaluated at the shortlisting stage.

• Note:

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the quality and cost-based selection method set out in the Procurement Regulations.
